   Spanje verhoogt belasting energieproducenten
   
   
   MADRID (Dow Jones)--De Spaanse regering heeft vrijdag plannen bekendgemaakt om de energiesector te hervormen door hogere belastingen op fossiele brandstoffen en lagere subsidies op bepaalde soorten duurzame energie-opwekking.
   
   Het wetsontwerp werd vrijdag na een regeringsoverleg uiteen gezet. Doel is om de Spaanse inkomsten uit de sector met EUR2,74 miljard te verhogen.
   
   Tijdens een persconferentie gaf minister van industrie en energie Jose Manuel Soria aan dat Spanje zal beginnen met de heffing van een belasting van 6% op alle soorten energie-opwekking en met nieuwe belastingen komt op kern- en waterkrachtenergie.
   
   In de afgelopen jaren is het zogenaamde tariefgat - het verschil tussen de reeele kosten van energie en hetgeen de consument er voor betaald - opgelopen tot EUR24 miljard, vooral door de subsidie op de opwekking van duurzame energie.
   
   Volgens Soria wil de regering het tariefgat dit jaar beperken tot maximaal EUR1,5 miljard en in 2013 geen nieuw tekort meer hebben.
   
   Het financieel geplaagde Spanje lijkt de volgende eurozone-kandidaat om internationale steun te ontvangen. Voor de zomer kreeg het Zuid-Europese land al een lening van EUR100 miljoen toegezegd, waarmee de noodlijdende bankensector geherkapitaliseerd moet worden. Het land wil echter nog wachten met een formele steunaanvraag bij het European Stability Mechanism (ESM) totdat de details over de obligatie-inkopen door de Europese Centrale Bank duidelijker zijn. Een formele aanvraag is e e n van de voorwaarden die de ECB heeft gesteld aan het ondersteunen van noodlijdende landen door middel van obligatie-inkopen.

   Vergroening kost NL staat miljarden - media
   
   
   AMSTERDAM (Dow Jones)--De Nederlandse overheid loopt de komende jaren jaarlijks miljarden mis door de overstap van fossiele brandstoffen naar duurzame energie en door teruglopende gasbaten, schrijft het Financieele Dagblad donderdag op basis van een rapport van de Algemene Energieraad (AER) dat donderdag wordt uitgebracht.
   
   "De opbrengsten uit fossiele brandstoffen voor de Staat bedragen nu ruim EUR35 miljard per jaar. Onze voorzichtige schatting is dat dit over vijf jaar EUR5 miljard minder zal zijn", meldt AER-bestuurslid Kees Wiechers aan het dagblad.
   
   Het uithollen van de belastinginkomsten door de verduurzaming treft veel landen, schrijft het FD.
   
   "Nederland wordt echter bovengemiddeld geraakt, omdat de overheid relatief veel verdient aan fossiele brandstoffen", schrijft de krant op grond van commentaar van belastingexpert Arjan Lejour van het Centraal Planbureau (CPB). Het ging het afgelopen jaar om 14% van circa EUR130 miljard aan belastingen.
   
   Volgens Lejour is het probleem bovendien dat de teruglopende belastinginkomsten "erin sluipen", omdat het om een groot aantal uiteenlopende posten gaat. Te denken valt aan gemiste energiebelasting voor zelfopgewekte energie met bijvoorbeeld zonnepanelen, accijnzen op brandstoffen en de dalende aanschafbelasting voor auto's die steeds zuiniger worden. "Het gaat bij elkaar om substantiële bedragen", zegt Lejour.
   
   Het ministerie van Economische Zaken meldt aan het Financieele Dagblad de impact van de vergroening op de overheidsfinanciën in de gaten te houden. "Daarbij valt op dat de groei van de opbrengsten van milieubelastingen de groei van de economie al niet meer bijhouden", meldt een woordvoerder van het ministerie aan de krant.

   ROME (AFN) - Het Italiaanse energiebedrijf ENI heeft een groot gasveld ontdekt in Pakistan. Dat werd woensdag bekendgemaakt door het concern.
   
   Het veld ligt 350 kilometer ten noorden van Karachi, de grootste stad van het land. ENI is gesprekken begonnen met de Pakistaanse overheid, waarmee naar eigen zeggen ,,het nationale gastekort kan worden teruggebracht''. Het veld heeft een omvang van zo'n 8,5 miljard tot 11,3 miljard kubieke meter gas, zo blijkt uit berekeningen.
   
   Pakistan heeft al jaren een energiecrisis, die wordt gekenmerkt door frequente stroomonderbrekingen. Deze crisis wordt toegeschreven aan chronisch wanbeleid en corruptie.

   CNOOC overtuigt aandeelhouders Nexen

   CALGARY (AFN) - China National Offshore Oil Corporation (CNOOC) kreeg donderdag steun van een overgrote meerderheid van de aandeelhouders van Nexen voor zijn overnamebod op het Canadese energiebedrijf. Het is echter nog maar de vraag of ook de Canadese overheid akkoord gaat met de transactie.
   
   CNOOC wil Nexen inlijven voor 15,1 miljard dollar (11,7 miljard euro) en kreeg daarvoor groen licht van 99 procent van de houders van gewone aandelen en 87 procent van de bezitters van zogeheten preferente aandelen.
   
   De Canadese premier Stephen Harper moedigt Chinese investeringen in de energiesector in zijn land aan, maar meerdere leden uit zijn regering zien de komst van een Chinees staatsbedrijf als CNOOC niet zitten. Het Canadese ministerie van Industrie begon eind augustus aan een onderzoek naar de voordelen van de beoogde overname voor Canada. De onderzoeksperiode duurt in ieder geval 45 dagen en kan met nog eens 30 dagen worden verlengd.

   Bulgarian renewable energy producers to appeal grid access fee
   
   It is reported that organizations of renewable energy producers will announce if Bulgaria should be gearing up for a new electricity price hike.
   
   According to reports of the Bulgarian National Television, at a press conference scheduled, renewable energy companies will voice their disagreement with the newly introduced free for access to the electricity transmission grid.
   
   Producers of solar, wind and hydro energy will have to pay the new fee for accessing the networks of the three power distributors operating in the country, CEZ, Energo Pro and EVN.
   
   Bulgaria's State Commission for Energy and Water Regulation approved Monday the request of the power distributors, explaining that they had to cover increased expenses due to the large number of new producers connected to the grid after July 1st 2012.
   
   Meanwhile, the Bulgarian Association of Producers of Ecological Energy defined DKEVR's decision as discriminatory, stressing that the fee will only apply for renewable energy plants.
   
   The APEE plans to appeal the decision of Bulgaria's energy watchdog.

   DEN HAAG (AFN) - Het voorstel om energiebedrijven te dwingen tot een bepaald percentage duurzame energie, moet van de baan. Het maakt energie te duur voor de consument. Dat hebben de Consumentenbond, Nederlandse Energie Maatschappij, Dong Energy en de VEMW (vereniging van zakelijke energieverbruikers) donderdag geschreven in een brief aan informateurs Henk Kamp en Wouter Bos.
   
   Bij een zogeheten leveranciersverplichting moeten alle energieleveranciers in Nederland een bepaald percentage groene stroom leveren. Er is echter te weinig groene stroom in Nederland voorhanden om aan de toenemende vraag te voldoen.
   
   De partijen pleiten ervoor dat de huidige zogeheten SDE+-regeling, die de productie van duurzame energie stimuleert, wordt versterkt.

   Iraq plans USD 500 billion energy spend by 2030
   
   Iraq will invest around USD 500 billion in energy and linked industries with the help of the private sector by 2030, generating around USD 6 trillion in revenues.
   
   Mr Hussain Al Shahristani deputy PM for Energy of Iraq said that the growth generated would create around 250,000 jobs for the war torn country which is trying to rebuild its economy after years of violence and economic sanctions.
   
   Mr Shahristani said that "As for investment opportunities; investments between now and 2030 in the energy sector and linked industries will amount to about USD 500 billion of which 80bn is expected to come from the private sector. That investment is expected to generate about USD 6 trillion in revenues for the government, mostly from oil exports.”
   
   The OPEC member has the world's fourth largest oil reserves and is producing more than 3 million barrels per day for the first time in three decades. It has ambitions to double that figure over the next three years thanks to investment by a number of oil majors including BP, Shell, Exxon Mobile, Italy's Eni, Russia's Lukoil.
   
   Mr Shahristani also talked about the ministry of electricity's plan to upgrade and build new power projects to solve chronic power shortages. Power generation capacity is expected to reach 22 GW to meet demand in 2016."
   
   He said that the ministry planned to exploit solar energy, currently rare in Iraq expect for lighting on some of its main streets. There are invitations for companies to build solar power stations in remote desert areas.

   Suiker kan batterijen extra energie geven
   
   Onderzoekers van de Universiteit van Tokio hebben ontdekt dat suiker de sleutel kan zijn tot betere en vooral goedkopere herlaadbare batterijen. Volgens de wetenschappers zijn de resulaten zo veelbelovend dat een commerciële variant al over een vijftal jaar op de markt kan komen.
   
   Momenteel is de litium-ion batterij de meest populaire technologie. Maar lithium wordt steeds schaarser en duurder. Daardoor wordt vooral gekeken naar natrium-ion als alternatief. Die technologie belooft duurzamer en goedkoper te worden, maar loopt nog achter qua prestaties.
   
   De Japanse wetenschappers probeerden daarom verschillende materialen uit om de natrium-iontechnologie te verbeteren. Ze ontdekten dat sucrose een effectieve en goedkope anode kan vormen voor de batterij.
   
   Het team verhitte de suiker tot 1.500 graden Celsius in een zuurstofvrije atmosfeer. Het resultaat is een harde koolstofstructuur die, als ze in een natrium-ion batterij wordt gebruikt, een opslagcapaciteit bereikt die een vijfde hoger ligt dan de conventionele koolstof.

   Iran transacts 2169 MW of electricity with neighbors
   
   Tehran Times reported that Iran has transacted 2169 MW of electricity with its neighboring countries since the beginning of the current Iranian calendar year till October 6th 2012
   
   Turkmenistan and Iraq were the main exporter and importer of electricity to and from Iran with 350MW and 1201MW respectively. Last year Iran exported 8.6 billion kilowatt hours of electricity to its neighboring countries and the figure is projected to hit 10 billion kilowatt hours.
   
   Mr Majid Namjou Energy Minister of Iran said that by the end of the Fifth Five Year Economic Development Plan Iran will boost its electricity generation capacity by 25 GW to reach 73 GW.

    WARSCHAU (AFN) - De Poolse premier Donald Tusk wil miljarden gaan investeren in energieprojecten en infrastructuur om de afzwakkende economie te ondersteunen en de werkgelegenheid overeind te houden. Dat maakte Tusk vrijdag bekend.
    
    In totaal is met de geplande investeringen ruim 40 miljard euro gemoeid. Zo wil Tusk miljarden steken in de bouw van nieuwe kolencentrales, een lng-terminal en pijpleidingen. Ook worden de komende jaren miljarden gepompt in het verbeteren van het wegennet en de modernisering van de spoorwegen in Polen. Verder wil Tusk maatregelen nemen om het lage geboortecijfer op te krikken, door nieuwe kinderopvangplekken en kleuterscholen te bouwen. Ook wordt het zwangerschapsverlof voor vrouwen verlengd.
    
    De Poolse economie zal dit jaar naar verwachting met 2,5 procent groeien, tegen 4,3 procent vorig jaar. Volgend jaar zal de economie waarschijnlijk verder afzwakken. De werkloosheid staat nu op 12,5 procent. Polen telt ruim 38 miljoen inwoners.
    
    Populariteit
    
    Met de stimuleringsmaatregelen hoopt Tusk ook zijn populariteit te vergroten. Door de afzwakkende economie zijn mensen kritischer geworden op de premier en staat zijn partij in de peilingen achter bij de grootste oppositiepartij.
    
    Tusk gaat het investeringsprogramma naar verwachting vrijdag voorleggen aan het Poolse parlement. Hij hoopt dat het parlement met ruime meerderheid met zijn plannen zal instemmen. Zijn centrumrechtse coalitie heeft een meerderheid van slechts vier zetels in het parlement.

    Algeria to invest USD 71 billion in energy sector by 2017
    
    The Saudi Gazette reported that Algeria is expected to invest USD 71 billion in the energy sector over the 5 coming years, becoming thus the third largest investor in the sector in the Middle East and North Africa region.
    
    According to a report released earlier this week by the Arab Petroleum Investments Corporation with its USD 71 billion worth investments in the energy sector over the 2013 to 2017 period, Algeria will hold the third rank after Saudi Arabia with investments totaling USD 165 billion and the United Arab Emirates with USD 107 billion investment.
    
    According to Apicorp forecasts, with the amounts it is expected to inject in the sector, Algeria will rank ahead of Iran, Iraq and Qatar. As to the total energy capital investment by MENA oil producing countries, it is expected to amount to USD 740 billion for the 5 year period 2013 to 2017. Gas producing countries are expected to inject a total investment of USD 140 billion in the energy sector during the same period.
    
    However, the report underlines, unlike oil investments, natural gas projects that are export oriented face market uncertainty because international gas prices have significantly deviated from oil parity and are characterized by differences between regional markets. Compared to past assessments which have been consistently revised to fully reflect adjustments in the power sector, investment appears to be on the rise again.

    New green energy plans for Bahrain
    
    Trade Arabia reported that a green power plant that relies solely on wind and solar energy is on the drawing board for Bahrain
    
    Dr Abdulhussain Mirza minister of Bahrain for electricity and water announced that plans for the project at the opening of the 2012 Renewable Energy Forum. The project would be tendered out next year following a study by a German firm and was expected to generate five megawatts of power.
    
    He explained Bahrain needed to diversify its energy resources because it was currently too dependent on fossil fuels. Renewable energy is there every day and it will be there every day. Oil will run out. Looking at energy renewal is a long term project to sustain the energy demands of the country it will benefit the people in the future.
    
    Dr Mirza revealed the 5 MW pilot plant would be installed to primarily power Awali and could cost USD 25 million. They include scientists high ranking government officials diplomats and leading businessmen from Bahrain and the region.
    
    Dr Mirza said that the renewable energy industry would benefit local business and create jobs. From a strategic perspective renewable energy has the potential to provide significant opportunities for small and medium sized industries and businesses and will create hundreds of new jobs.

    Siemens signs USD 450 million service deals with Dewa
    
    Siemens Energy Service has signed long term service contracts with Dubai Electricity and Water Authority’s for its newest power station in operation the Jebel Ali M Station.
    
    The facility is 2,000 MW combined cycle power plant and a 140 million imperial gallons per day desalination plant. The power station began commercial operation in 2012 with a power generation capacity to supply approximately 1 million households in Dubai with clean power generated by highly efficient gas turbines.
    
    With a secured combined order value of approximately USD 450 million, the 12 year service and parts contracts represent one of Siemens' largest service agreements in the region. The agreement includes the option for an extension of the service period.
    
    Under the Long Term Program, Siemens Energy will provide comprehensive maintenance services for the six Siemens SGT5-4000F turbines and six SGen5-1000A series generators, which are installed in the plant. The long term maintenance contracts are intended to enhance overall plant reliability and provide additional technical and financial benefits to Dewa including more predictable maintenance costs and extended warranty coverage, as well as the supply of original equipment manufacturer spare parts and professional outage management.
    
    Mr Randy Zwirn CEO of the Energy Service Division within the Energy Sector said that “We are pleased to announce this contract with Dewa, one of our most important customers in the Middle East.     Iran plans to import 1 GW of energy to Pakistan
    
    Iran and Pakistan signed a number of contracts in the field of electricity. Last year, exports of Iranian electricity to Pakistan doubled and another power line with a voltage of 230 kV will be put into operation in the near future.
    
    One of the most important joint Iranian-Pakistani projects is the construction of a power line connecting the city of Iranian Zahedan to Quetta in Pakistan.
    
    Mr Abdolhamid Behbudi Fard director of the External Relations Department of the Ministry of Energy of Iran said that the voltage of the transmission line will be 500 kV and it will deliver 1,000 MW of electricity.
    
    Earlier, Mr Mohammad Behzad deputy energy minister of Iran said that with the construction of power plants in the province of Sistan and Baluchestan with capacities of 1.5 MW and a 700-kilometre transmission line that will connect Zahedan and Quetta, conditions will be created for the export of 1 MW of electricity to Pakistan.

    Ikea belooft schone energie en omzetgroei

    STOCKHOLM (AFN) - Ikea gaat de komende jaren volledig overschakelen op schone energie en denkt ook de omzet met ruim 85 procent te zullen verhogen. Dat liet de Zweedse multinational dinsdag weten. De omzet zou in 2020 uitkomen tussen de 45 en 50 miljard euro, denkt het bedrijf. Het aantal winkels zal volgens Ikea groeien van de huidige 338 tot circa 500 en het bezoekersaantal zal verdubbelen tot 1,5 miljard in 2020.
    
    Ikea ontvouwde dinsdag een omvangrijk duurzaamheidsplan, waarbij de onderneming meer bomen wil planten dan het zelf nodig heeft voor de productie. De meubelfabrikant is een van de grootste gebruikers van hout ter wereld. Daarnaast steekt Ikea zo'n 1,5 miljard euro in wind- en zonne-energie. Op deze manier moet de 'ecologische voetafdruk' van de onderneming fors worden gereduceerd.
    
    Eerder deze maand zei Ikea al de komende jaren volledig over te schakelen op led-verlichting. Als alle lampen ter wereld worden vervangen door leds, zou dit de uitstoot van broeikasgassen verkleinen met ongeveer dezelfde hoeveelheid als wat er in Nederland wordt uitgestoten.

    Iran to privatize 44 power plants
    
    Tehran Times reported that Iran will sell shares of forty 4 power plants worth IRR 220 trillion to the private sector. The power plants have the total generation capacity of 34 GW.
    
    Mr Majid Namjou energy minister of Iran said that Iran’s installed power generation capacity is currently about 67GW. The Energy Ministry plans to increase the electricity generation capacity by 5GW this calendar year.

    Industry's power grid waivers may need change - German Court
    
    A Dusseldorf Court said the system of waivers power intensive industries get for using Germany’s power grids may need to change.
    
    Presiding Judge Mr Wiegand Laubenstein said at a hearing at the Higher Regional Court in Dusseldorf that industries including chemical, steel and aluminium companies pay nothing to use the grid network, putting up the transmissions costs of other users by about 20%. While the industries are entitled to a discount, a full waiver could be illegal. He said that in addition the way the waivers were introduced for 2011 wasn't correct.
    
    The court heard that the waivers cost about EUR 400 million in 2011. The industries will save about EUR 440 million in 2012 and about EUR 805 million in 2013.
    
    German distribution grid operators NRM Netzdienste Rhein Main GmbH and Stadtwerke Ilmenau GmbH said the rules violate German and European Union laws. The waivers are unlikely to constitute illegal state aid, according to Laubenstein.
    
    Mr Birgit Ortlieb director of the VIK association of industrial energy consumers said that it is an important point.
    
    Mr Laubenstein said that the judges' assessment is preliminary and may change after deliberating arguments.
    
    The court scheduled a ruling for November 14th 2012.

    Iranian private sector to build 8 power plants
    
    Tehran Times cited Mr Majid Namjou minister of energy as saying that the private sector in Iran will establish eight power plants of which three will be built in the near future The power plant projects will be financed by the National Development Fund adding that the project swill add 12 GW to the national power generation capacity.
    
    Previously Mr Namjou said that Iran’s installed power generation capacity is currently about 67 GW. The Energy Ministry plans to increase the electricity generation capacity by 5 GW this calendar year which ends on March 20th 2013. Iran will sell shares of forty four power plants worth IRR 220 trillion to the private sector. The power plants have the total generation capacity of 34 GW.

    Dubai seeks to cut energy use by 30pct
    
    Trade Arabia reported that Dubai seeks to diversify its sources of energy and reduce energy consumption by 30 per cent by 2030.
    
    Mr Saeed Mohamed Al Tayer vice chairman of the Dubai Supreme Council of Energy and CEO of the Dubai Electricity and Water Authority said that “The Dubai Integrated Energy Strategy 2030 aims to divert from fossil fuel energy to eco friendly sources. Dubai is concerned with all activities related to energy sustainability. This can be clearly seen through our adopting various important initiatives that conserve resources and promote sustainability and the protection of the environment.”
    
    Mr Al Tayer said that “The Dubai Integrated Energy Strategy 2030 plans to have natural gas generate 70% of overall energy while the remainder 12% would rely on clean coal and nuclear power and 5% will be derived from renewable resources such as solar energy. The UAE has long-recognized the importance of sustainable energy solutions and harnesing them to power our plans for developing our economy and our society.
    
    In 2011, HH Sheikh Mohammed bin Rashid Al Maktoum VP and Prime Minister of the UAE and Ruler of Dubai initiated the Dubai Integrated Energy Strategy 2030 a long term national program which outlines plans to secure a sustainable supply of energy and enhance demand and efficiency of water, power and fuel. The Dubai Supreme Council of Energy has been tasked with planning and coordinating with concerned authorities and governing bodies to deliver new energy sources while employing a balanced approach to protecting the environment.”

    Iran installed capacity of electricity generation to hit 70000 MW
    
    Press TV cited Mr Majid Namjou minister of Iranian energy as saying that the Islamic Republic will increase the installed capacity of electricity generation to over 70,000 MW this year.
    
    Mr Namjou made the remarks during the closing ceremony of the 12th International Electricity Exhibition on Sunday. Representatives from several countries including Italy, France, Germany, China, Turkey and South Korea took part in the four day event in Tehran.
    
    Mr Namjou said that government and power plant in Khuzestan province and Siah Bisheh power plant in Mazandaran province scheduled to launch this year will increase the country's installed capacity of electricity generation to over 70GW
    
    Electricity consumption has decreased considerably in Iran since the implementation of the subsidy reform plan which paved the way for more electricity exports to Azerbaijan, Armenia, Pakistan, Turkmenistan, Turkey, Iraq, and Afghanistan.
    
    The subsidy reform plan which began in late 2010 has enabled the Iranian government to begin to gradually reduce energy subsidies over the course of 5 years with low income families compensated with direct cash handouts.
    
    Iran seeks to become a major regional exporter of electricity and has attracted more than USD 1.1 billion in investments for the construction of three new power plants.
