    Jharkhand to get second 4000 MW power plant

    Jharkhand Chief Minister Arjun Munda has given his consent for setting up a 4,000 MW ultra mega thermal power plant in Deoghar district, the second in the coal rich state.

    An official said that “The 4,000 MW plant will come up at Husseinabad of Deoghar district of the state. It will come up on 2,600 acres of land.”

    The official informed that “Central Electricity Authority will be informed about the chief minister’s consent for the project”. It is around 360 km from Ranchi and the water and coal blocks are situated within 50 km of the site.

    Jharkhand has got clearance for setting up two mega power projects in the state. Reliance Power is setting up the first at Tilaiya in Koderma district. It will produce 4,000 MW in the next 5 to 6 years.

    32000 MW power projects in India shelved or delayed on coal uncertainty

    The Indian Express reported that over 32,000 MW of upcoming coal fired thermal power generation capacity, almost 50% of capacity addition target in 12 Plan period, has either been shelved or simply put on hold by project developers until June this year.

    Of this, an estimated 17,195 MW worth of capacity has been more or less shelved, while another 14,990 MW has been put on hold, with projects failing to achieve construction milestones, according to fresh estimates of stranded capacity prepared by the government.

    With fuel proving elusive, developers are struggling to achieve financial closure, resulting in power projects being abandoned en masse.

    With domestic coal in short supply, the environment ministry’s new norms, that require developers to submit details about the quality of coal they plan to use for their respective projects as a precondition to getting the green nod, have resulted in fresh hurdles for these projects, especially those looking to set up capacity based on imported coal.

    The surge in projects being abandoned comes at a time when investor interest in the power sector is petering out fast, with lenders now starting to apply the brakes on funding of new private generation projects.

    Global gas output and consumption growth slows on weak economy

    BP said in its Statistical Review of World Energy June 2012 that global natural gas production grew by 3.1% while consumption grew by 2.2%.

    Consumption growth was below average in all regions except North America, where low prices drove robust growth. Outside North America, the largest volumetric gains in consumption were in China, Saudi Arabia and Japan. These increases were partly offset by the largest decline on record in EU gas consumption, driven by a weak economy, high gas prices, warm weather and continued growth in renewable power generation.

    Global natural gas production grew by 3.1%. The US recorded the largest volumetric increase despite lower gas prices and remained the world's largest producer. Output also grew rapidly in Qatar, Russia and Turkmenistan more than offsetting declines in Libya and the UK.

    The EU recorded the largest decline in gas production on record due to a combination of mature fields, maintenance and weak regional consumption. Following the general weakness of gas consumption growth, global natural gas trade increased by a relatively modest 4% in 2011.

    LNG shipments grew by 10.1% with Qatar accounting for virtually all of the increase. Among LNG importers, the largest volumetric growth was in Japan and the UK. LNG now accounts for 32.3% of global gas trade. Pipeline shipments grew by just 1.3% with declines in imports by Germany, the UK, the US and Italy offsetting increases in China, Ukraine and Turkey. Coal consumption grew by 5.4% in 2011 the only fossil fuel to record above average growth and the fastest growing form of energy outside renewables.

    Coal now accounts for 30.3% of global energy consumption, the highest share since 1969. Consumption outside the OECD rose by an above average 8.4% led by Chinese consumption growth of 9.7%. OECD consumption declined by 1.1% with losses in the US and Japan offsetting growth in Europe.

    Global coal production grew by 6.1% with non OECD countries accounting for virtually all of the growth and China accounting for 69% of global growth. Global hydroelectric output grew by 1.6% the weakest growth since 2003. Heavy rainfall drove strong growth in North America with the US recording the strongest increment on record offsetting drought related declines in Europe and China.

    Worldwide nuclear output fell by 4.3% the largest decline on record, on the back of sharp declines in Japan and Germany. Renewable energy sources saw mixed results in 2011. Global biofuels production stagnated, rising by just 0.7% or 10,000 barrels per day oil equivalent, the weakest annual growth since 2000. Growth in the US slowed as the share of ethanol in gasoline approached the blendwall and Brazilian output had the largest decline in our data set due to a poor sugar harvest.

    In contrast, renewable energy used in power generation grew by an above average 17.7% driven by continued robust growth in wind energy which accounted for more than half of renewable power generation for the first time. The US and China once again accounted for the largest increments in wind generation. Solar power generation grew even more rapidly but from a smaller base. Renewable forms of energy accounted for 2.1% of global energy consumption up from 0.7% in 2001.

    Moreover, global oil consumption grew by a below average 0.6 million barrels per day or 0.7% to reach 88 million barrels per day. This was once again the weakest global growth rate among fossil fuels. OECD consumption declined by 1.2% the fifth decrease in the past 6 years reaching the lowest level since 1995.

    Global refinery crude runs increased by a below average 375,000 barrels per day or 0.5%. Non OECD countries accounted for all the net increase, rising by 685,000 barrels per day. While OECD throughput declined by 310,000 barrels per day, US throughput increased and the US became a net exporter of refined products for the first time on record. Global refinery capacity utilization fell to 81.2% as global refining capacity increased by 1.4 million barrels per day outpacing growth in throughputs for the fifth time in 6 years.

    Global oil trade in 2011 grew by 2% or 1.1 million barrels per day. At 54.6 million barrels per day, trade accounted for 62% of global consumption up from 58% a decade ago. China accounted for roughly two thirds of the growth in trade last year with net imports rising by 13%.

    Mena energy spend to hit USD 1 trillion by 2020

    Trade Arabia reported that the energy industry in Mena will see a wave of capital projects worth more than USD 1.1 trillion in projected spending in the coming decade, approximately one fourth of the industry’s total global investment through 2020.

    According to the report from Booz & Company, this is a significant capital outlay that needs to be carefully managed. However, the region’s track record is mixed when it comes to executing large capital projects.

    The report highlights the root causes the root causes of inefficient development, management and execution of capital projects that may impede taking full advantage of the anticipated capital outlay and examined ways in which they can be overcome.

    Mena’s oil exporting countries have made impressive strides in consolidating their position in oil markets and crafting a leadership position in new adjacent industries, such as bulk petrochemicals, natural gas, liquefied natural gas, steel and aluminium. The industry has achieved this diversification by executing a number of ground-breaking new megaprojects across the Middle East.

    For instance, Saudi Arabia has become one of the largest players in the bulk petrochemicals market with its flagship company, SABIC among the top 5 producers worldwide. This has been achieved by establishing massive industrial sites with world-scale petrochemicals complexes in Jubail and Yanbu.

    Qatar has become the largest LNG exporter in the world during the past decade by setting up 14 LNG mega trains through its two flagship companies: Qatargas and RasGas. In addition, Qatar also built in collaboration with Shell the largest gas to liquids project in the world. Also, the UAE has been an early pioneer in developing LNG from the Middle East and is building highly complex sour gas fields along with a planned increase in oil production capacity.

    According to the International Energy Agency, the Mena region is expected to represent about 25% of global energy investments. Predictably, large resource holders such as Saudi Arabia, the UAE, Iraq and Iran are expected to lead the way in spending.

    Mr Raed Kombargi partner with Booz & Company said that “However, the next wave of capital projects will be larger and more complex and will represent a significant capital outlay that needs to be carefully managed. History suggests that the region’s companies have a mixed record of executing large capital projects.”

    Mr Kombargi said that “Cost overruns, schedule slippages, and inconsistent quality have become recurring concerns for senior management. Some of these problems come from market-related issues, such as a surge in commodity prices in the middle of the last decade.”

    He added many of these problems, however, arise from within the industry itself. In our experience, the root causes include inadequate engineering and project management strategies, a lack of clear governance, inadequate checks and balances, insufficient standardization, and a shortage of local capabilities.

    Mr Asheesh Sastry principal with Booz & Company said that “Generally, direct management responsibility for the project varies depending on where it is in its life cycle. The business owner will be more heavily involved during the initial two phases while E&PM will manage the next 2 phases. Finally, once construction is complete, the project will revert back to the control of the business owner for operation.”

    IEA: duurzame energie blijft groeien

    PARIJS (AFN) - De hoeveelheid uit duurzame bronnen opgewekte energie zal in de komende 5 jaar snel blijven groeien ondanks aanhoudende economische onzekerheid. Dat stelt het Internationale Energie Agentschap (IEA) in het donderdag verschenen rapport 'Medium-Term Renewable Energy Market Report 2012'.

    Waterkrachtcentrales, zonne-energie, windmolens en andere bronnen zullen samen bijna 6400 terrawattuur (TWh) aan energie opwekken. Volgens IEA is dat een stijging van 40 procent ten opzichte van 2011. De 11 miljoen Nederlandse en Belgische huishoudens verbruiken samen jaarlijks 40 terrawattuur aan energie.

    De groei komt volgens IEA-directeur Maria van der Hoeven met name uit opkomende landen. ,,De mate waarin zij bijdragen zal de komende jaren versnellen.''

    Thermal power projects for 12th Plan have clearances - CEA

    Economic Times reported that all the thermal power projects planned for the 12th Plan Period have requisite clearances and are at the advanced stages of construction.

    Central Electricity Authority has said that the capacity addition targets for 2012-17 do not include the projects with a total capacity of 32,000 MW that are stranded due to environmental issues.

    The government is planning to add about 100,000 MW capacity by 2017.

    CEA, the techno economic clearance body, in a letter to the Power Ministry last month, has said that the projects for the 12th Plan (2007-2012) have all the requisite clearances including coal linkages and orders for main plant equipment, and are under construction.

    It added that all the 12th plan projects for which orders have been placed, have confirmed coal linkages.

    The letter said that "In respect of projects beyond this time frame, CEA has already issued an advisory that in case of domestic coal based plants, orders may be placed such that the boilers are suitable for blending up to 30% in view of coal shortage.”

    According to CEA, about 32,000 MW of thermal power capacity which have either been shelved or put on hold do not form part of the capacity addition in the plan period.

    "These projects (totalling to 32,000 MW) are not included in the list of 12th plan projects," it said.

    Of the 11 projects, totaling 16,500 MW capacity, which have been put on hold, nine are yet to receive environment clearances, as per CEA data.

    These projects are in Bihar, Orissa and Tamil Nadu.

    Of the remaining 11 projects, with the total capacity of 15,500 MW, which have been shelved, nine are in Andhra Pradesh and one each in Tamil Nadu and Maharashtra.

    Abu Dhabi to spend USD 40 billon on energy projects by 2014

    Gulf News reported that Abu Dhabi’s state oil producer will spend USD 40 billion on crude, natural gas, petrochemical and refinery projects from 2010 through 2014.

    Mr Mohammad Sahoo Al Suwaidi CEO of Abu Dhabi Gas Industries Limited said that gas projects under construction account for USD 25 billion of that. These include Integrated Gas and Shah Gas development projects.

    Mr Al Suwaidi said that “Adnoc will soon be launching an effort to further develop onshore and offshore reserves, with an additional emphasis on developing offshore gas resources. Our aim is to meet the rising domestic gas demand, which is growing by approximately 15% annually and to open up opportunities for international oil companies.”

    The emirate last month signed an agreement with OMV AG of Austria and Wintershall AG, the oil producing unit of Germany’s BASF SE, to evaluate a sour gas and condensate field in its western desert. It aims to start producing about 500 million cubic feet a day of sour gas in 2014 from USD 10 billion venture with Occidental Petroleum Corporation at the Shah field in the same region.

    Mr Ali Al Jarwan CEO of Abu Dhabi Marine Operating Company said that Abu Dhabi will soon start the Fujairah pipeline. Oil exports from the 1.5 million barrel per day Abu Dhabi crude oil pipeline, an all new pipeline that runs from Habshan in Abu Dhabi to Fujairah is expected to start from August.

    Mr Al Jarwan said that “Within July, we will have the commissioning. Once we have the commissioning, in August, it’s expected the flow of oil for exports will start. The USD 3.3 billion, 370 kilometer Habshan Fujairah pipeline is strategic as it would allow the UAE to have direct access to the Indian Ocean for its crude oil exports. It will also give the country an option to bypass the Strait of Hormuz for its oil shipments should there be a problem in that water channel through which nearly a fifth of the world’s seaborne oil passes.”

    He said that the Abu Dhabi government controlled investment firm Mubadala Development Company plans to build a liquefied natural gas receiving facility at Fujairah to enable LNG imports which would help meet the UAE’s growing energy requirements.

    Obama administration trying to push coal out of energy mix - Worker

    According to Mr Bob Corker US Senator that coal as a natural resource sure has a lot stacked against it now.

    The Tennessee Republican a member of the Senate Energy and Natural Resources Committee has argued coal-fired utilities need additional time to comply with federal clean air regulations known as the Utility MACT rule to avoid higher energy prices that might harm consumers and businesses.

    Mr Corker said he has told President Barack Obama administration that its clean energy standards are pushing toward having zero coal in our energy mix by the year 2035. He said that “We will be the first great nation ever, if that occurs to not utilize the natural resources that we have to produce energy.”

    Mr Corker said “Don’t we really want all manufacturing and industrial companies to grow in our nation? The way to do that is have the least cost energy you can possibly have. I think coal is still going to be a big part of the mix. I don’t think the last chapter has been written on all of these (federal) rules, but there’s no question that TVA and others are going to be using far, far less (coal). I think the appetite in China and other places is still going to be huge. Coal will still be a viable source of energy.”

    Aside from coal, Mr Corker talked about his re-election bid. He faces opposition from four Republicans in the primary. Seven people are vying to be the Democratic nominee while there are five independents on the general election ballot.

    Mr Corker’s campaign reported having more than USD 8 million cash on hand at the end of the first quarter, while none of his opponents reported having more than USD 100,000 in their campaign accounts.

    Mr Corker will soon be airing a TV ad with him calling for a simpler, progrowth tax system that encourages job creation. If re-elected, Mr Corker has an opportunity to move up in the pecking order on both the Senate Banking and Foreign Relations committees.

    Mr Corker pledged that “I told you a year ago that my campaign was going to be one thing continuing to serve in the Senate and doing what I’m doing. You’re not going to hear rhetoric or anything like that.”

    Mr Corker also promised to have 1,000% focuses on addressing federal debt.

    He added that “I think the nation knows we have to deal with it. It’s been around long enough that people in the House and Senate know what has to happen.”

    Mr Corker also reflected on GOP presidential challenger Mitt Romney chances to defeat Obama. He said that “People were polarized at the end of 2008. People hated (President George W.) Bush the war in Iraq and we still functioned. We got through the financial crisis.

    Shell start gasproductie in Irak

    BAGDAD (AFN) - Shell begint binnen 3 weken met de productie van gas in Zuid-Irak. Dat liet de Irakese regering woensdag weten.

    Shell start met de productie van 60 miljoen kubieke voet (circa 1,7 miljoen kubieke meter) per dag. Dit kan binnen enkele weken worden opgevoerd naar 100 miljoen kubieke voet.

    Shell tekende eind november samen met het Japanse Mitsubishi een gascontract met Irak ter waarde van 17 miljard dollar (bijna 14 miljard euro). Daarin werd bepaald dat Shell en Mitsubishi gas gaan afvangen dat nu nog wordt afgefakkeld bij olievelden in het zuiden van Irak. Voor het project werd een samenwerkingsverband opgezet met de naam Basra Gas Company. Het Iraakse staatsoliebedrijf South Gas Company bezit 51 procent, Shell 44 procent en Mitsubishi 5 procent.

    Ireland to produce 40pct of its electricity from renewable sources by 2020

    The International Energy Agency said that despite a severe economic downturn, Ireland has held to its ambitious energy targets to move itself towards a low carbon economy. But to reach its goals and break its heavy use of imported fossil fuels, Ireland must invest even more in renewable technologies, expand grid integration and improve energy efficiency.

    Ms Maria van der Hoeven executive director of IEA said that "At a time when many governments are shying away from their commitments to clean energy, Ireland has courageously resisted the temptation to scale back its own. A lot has been achieved, yet there is more to do. Now is not the time for complacency."

    Ireland, whose location gives it some of the best wind and ocean energy resources in Europe, plans to produce 40% of its electricity from renewable sources by 2020, one of the highest targets in the world.

    The second pillar of Ireland's de carbonization strategy relies on the development and optimization of energy efficiency and research and development into demand side management technologies. The National Energy Efficiency Action Plan outlines 90 measures and actions to be implemented in order to achieve 20% energy savings as of 2020.

    Funding of energy-focused research and development is strong, despite Ireland's recent economic downturn, and the country has become a world leader for smart grid deployment, a key means to reaching ambitious targets in the deployment of clean generation and end use technologies, such as variable renewable energies and electric vehicles.

    Ireland is highly dependent on imported oil and gas. While the push to develop renewable energies is commendable, the report warns, it will result in an increased reliance on natural gas, as gas fired power plants will be required to provide flexibility in electricity supply when wind power is unavailable. Two thirds of Ireland's electricity already comes from gas fired generation, which adds to energy security concerns, particularly as 93% of its gas supplies come from a single transit point in Scotland. The country must successfully develop a range of gas and electricity infrastructure projects and market solutions while continuing to integrate its energy markets with regional neighbors.

    Regional integration is an ongoing development, in line with the European Union's target model. Ireland has successfully implemented the all island Single Electricity Market with Northern Ireland, fostering genuine competition among suppliers. Increased interconnection with the island of Great Britain is underway. In the gas market, the governments of Ireland and Northern Ireland are developing a Common Arrangements for Gas framework.

    Qatari firm wins contract to build Sun Metal plant

    Construction Week reported that the industrial divison of Qatar’s Buzwair has signed a contract to build a cryogenic gas separating plant at Sur, Oman with the UAE based Sun Metals a commercial scale scrap metal recycling specialist.

    As per report, the plant will produce 60 tonnes of gaseous oxygen a day and 70 tonnes of liquid oxygen, nitrogen and argon a day, largely for the steel production operations of an integrated steel mill planned nearby.

    Mr PT Sivarajan director of operations at Sun Metals which is investing in 1.2 million tonnes per annum steel complex at Sur said that “We have signed a contract with Buzwair for the establishment of an industrial gases plant on a build own operate basis.”

    Mr Sivarjan said that “Buzwair’s facility will be constructed on the site of the steel mill complex to provide us with a continuous supply of industrial gases. Work on the project is expected to commence just after the holy month of Ramadan, with phase one of the project scheduled to come into operation before the end of 2013.”

    He said that at the conclusion of the 15 year supply contract, Sun Metals has the option to buy back the industrial gases plant from Buzwair. Liquid oxygen and nitrogen are used as a back up supply in the steelmaking process during periods when everyday gas supplies are insufficient or not available. Oxygen and carbon are injected by lance or jets to the Electric Arc

    Mr Sivarjan said that also, in the continuous casting process, the steel is finally cut to a specified product length by use of an oxygen and gas cutting unit. The plant will initially produce around 600,000 annual tonnes of billets and blooms with the potential to spawn a myriad of downstream investments and ancillary ventures all around Sur.

    'Duizenden banen op tocht bij RWE'

    ESSEN (AFN) - De Duitse energiemaatschappij RWE, moederbedrijf van het Nederlandse Essent, wil de komende jaren nog eens 2000 banen in Europa schrappen. Het gaat vooral om administratief personeel. De ontslaggolf komt bovenop het eerder aangekondigde verdwijnen van 8000 arbeidsplaatsen. Dat meldde de lokale krant Rheinische Post uit het Ruhrgebied, de thuisstreek van RWE, dinsdag op basis van vakbondsbronnen.

    RWE wilde tegen het ANP niets bevestigen. ,,We zijn bezig de organisatie efficiënter te maken, maar we brengen geen informatie uit vertrouwelijke gesprekken naar buiten'', liet een woordvoerder weten. Het bedrijf verwacht op 14 augustus details naar buiten te kunnen brengen.

    Volgens vakbond Verdi kunnen zelfs tot 5000 banen verloren gaan. De organisatie is gepikeerd.

    RWE heeft ongeveer 72.000 werknemers. In Nederland en België zijn in totaal ongeveer 3800 mensen in dienst. De energiemaatschappij wordt sinds 1 juli geleid door de Nederlander Peter Terium.

    Meer geïnvesteerd in duurzame energie

    DEN HAAG (AFN) - Bedrijven hebben vorig jaar fors meer geïnvesteerd in duurzame energie en energiebesparing. De belastingkorting van de overheid bleek aantrekkelijk voor bedrijven die in totaal voor bijna 1,5 miljard euro investeerden in energiebesparing, 45 procent meer dan in 2010 en goed voor een energiebesparing en afname van de CO2-uitstoot die gelijk is aan het gebruik en uitstoot van 330.000 huishoudens.

    Dat blijkt uit het jaarverslag van de Energie- en Investeringsaftrek (EIA) dat het ministerie van Economische Zaken, Landbouw en Innovatie donderdag presenteerde. Ondernemers profiteerden in 2011 van een belastingkorting van in totaal 116 miljoen euro.

    Het meeste geld staken ondernemers in het opwekken van duurzame energie waarbij de hogere investeringen in wind-, bio- en zonne-energie opvallen. Bedrijven investeerden verder vooral in energiezuinige bedrijfsgebouwen, warmtepompen, isolatie, energiezuinige verlichting en ventilatie.

    12th Plan power capacity target cut to 88000 MW

    Business Standard reported in line with the depressed projections of economic growth, the Planning Commission on Wednesday lowered the target for power capacity addition during the 12th Plan period ending March 2017 to 88,000 MW from 100,000 MW set earlier.

    Also, state power ministers raised concerns over 55 of the 89 thermal power generating units running on low capacity.

    Every one per cent increase in Gross Domestic Product requires power capacity to grow by 0.9% in India. Power is one of the eight core infrastructure sectors, which have a combined weight of 38% in the Index of Industrial Production.

    Planning Commission deputy chairman Montek Singh Ahluwalia said that “Now that we are realistically thinking of lowering the 12th plan GDP growth target to 8 to 8.5%, the overall target for power generation capacity is also expected to be brought down.”

    The meeting noted 55 power plants were currently unable to run on full capacity owing to coal shortage. India currently has 89 thermal power generating units.

    The deputy chairman also pitched for ramping up coal imports by CIL during the five-year period raising doubts over the state-owned miner Coal India Ltd’s ability to meet the entire domestic requirement alone. He said the commission was in favour of price pooling of the imported coal quantity. The pooling proposal will be mentioned in the 12th Plan document.

    He also asked states to increase electricity charges and use power subsidy to improve essential services like drinking water, education and health. "This situation can be handled through a combination of tariff increase and serious efforts to reduce Aggregate Technical and Commercial losses."

    TATA Power implements 800 MW Unit II of 4000 MW Mundra UMPP

    TATA Power announced the synchronization of its 800 MW Unit II of the 4,000 MW Mundra Ultra Mega Power Project in Gujarat.

    With this, TATA Power's total power generation capacity now stands at 6,099 MW, reinforcing its position as the country's largest private power producer.

    The total 6,099 MW includes 5,247 MW through thermal and the remaining 852 MW through clean sources like hydro, wind and solar energy. The UMPP's Unit I was commissioned in March 2012.

    Mr Anil Sardana MD of TATA Power said that the 4,000 MW UMPP at Mundra heralds the entry of 800 MW super critical boiler technology which is eco friendly and fuel efficient.

    He added that "This technology and the choice of unit sizes helps save fuel for the project and cut down greenhouse gas emissions up to 15% as compared to a sub critical coal-fired power stations. In addition, the choice of coal significantly lowers sulphur emissions to virtually insignificant levels."

    As compared to other sub critical plants in India, this project will use 1.7 million tonnes of less coal per year while generating the same quantum of power. This not only makes available more coal in the long run for power generation but also reduces carbon emissions.

    Supplementing this are other eco friendly initiatives to limit the UMPP's environmental impact and reducing greenhouse gas emissions.

    'Straling spaarlamp even gevaarlijk voor huid als zon'

    In tegenstelling tot klassieke gloeilampen, beschadigt UV-licht uit spaarlampen de huid net als de zon. Dat zeggen Amerikaanse wetenschappers in het wetenschappelijk tijdschrift Photochemistry and Photobiology.

    Wetenschappers van de Stony Brook University in New York onderzochten de impact van zowel klassieke gloeilampen als spaarlampen (compact fluorescentielampen) op gezonde huidcellen.

    Daaruit blijkt dat spaarlampen schade aanrichten aan fibroplasten, huidcellen die collageen produceren, én aan het vezeleiwit keratine in de opperhuid.

    Wellicht door scheurtjes in de fosforcoating kunnen twee soorten UV-licht, het minder gevaarlijke UV-A en het door de atmosfeer gefilterde UV-C, ontsnappen. De schade aan de huid zou vergelijkbaar zijn met de schade bij UV-zonlicht.

    Giftige stoffen
    De wetenschappers waarschuwen om niet te dicht bij spaarlampen te zitten of spaarlampen achter glas te gebruiken.

    Het gebruik van spaarlampen zorgt al langer voor discussie. Behalve kwik bevatten de lampen nog andere giftige stoffen, zoals vlamvertragers en allerlei kankerverwekkende stoffen die vrijkomen bij breuk.

    Het kunstlicht wordt onder meer ook verantwoordelijk geacht voor een aantal gezondheidsproblemen zoals hoofdpijn en migraine, vermoeide ogen en concentratieproblemen.

    China power consumption in H1 rises 5pct YoY

    Xinhua quoted the China Electricity Council said China power consumption growth slumped significantly in the first half of the year amid an economic slowdown.

    The CEC said in a report that in the first six months, total power consumption grew just 5.5%YoY to 2.38 trillion kilowatt-hours, dragged down by a sharp decline in power use by industrial and high energy-consuming industries.

    The CEC said the rise was 6.7 percentage points lower than that of the same period of last year. But the third-tier industry and residential power consumption expanded fast during the period. However, a greater chance of economic growth picking up over the second half means power demand is likely to rebound in subsequent months.

    The CEC projected total power consumption to grow between 6 and 8%YoY to hit between 2.6 trillion and 2.65 trillion kilowatt-hours in the second half. Meanwhile, the full year power consumption is expected to fall between 4.98 trillion and 5.03 trillion kilowatt-hours an increase of 6 to 7%YoY.

    The CEC said the country will see a general surplus in power supply during the summer peak season for electricity, and power shortages will be less stressful in energy-strapped regions. Due to decreasing thermal power generation, the country saw new power generation capacity decrease by 8.92 million kilowatts from a year earlier to 25.85 million kilowatts in the first half.

    The CEC said however, the country's installed power-generating capacity continued to expand with facilities with a power output of over 6,000 kilowatts supporting a total of 1.05 billion kilowatts in power generation as of the end of June up 8.7%YoY.

    The CEC said affected by the ongoing economic slowdown, investment growth in the power sector slowed to 2.3% in the first six months, as investment in developing wind, thermal and nuclear power dropped.

    Indian power sector outlook remains stable - Fitch Rating

    Iris reported that Fitch Ratings said that the outlook on the national ratings of Indian power sector issuers remains stable in view of some progress on the fuel availability issue and the possibility of debt restructuring of state power utilities in seven states.

    Independent power producers are striving hard to secure coal supplies for their new power generation capacities. Coal India Limited, the state owned coal producer, has agreed to enter into fuel supply agreements (FSAs) with 48 new projects, albeit with a very low penalty (0.01%) for non supply.

    Many private sector IPPs, hard pressed for domestic coal, have signed FSAs with this low penalty clause. However, larger state owned IPPs have held back for the lack of an increase in penalty.

    The government of India is trying to facilitate a solution with a higher penalty clause that will kick in for supplies lower than 65% of the contracted quantity, although CIL is yet to agree. Resolution of the penalty issue in FSAs is likely in the near term, yet coal supply issues will continue to affect investor interest in the power sector.

    The government is in the advanced stages of formulating a plan for restructuring the debt of SPUs in Tamil Nadu, Uttar Pradesh, Rajasthan, Madhya Pradesh, Andhra Pradesh, Haryana and Punjab. The proposed financial restructuring packages seek to shift 50% of the debt burden to the respective state governments, and also to postpone repayment of principal by three years to allow loss-making utilities to achieve an operational and financial turnaround.

    Substantial hikes in retail power tariffs in some states (Tamil Nadu 37%, Delhi 26% and Punjab 12%) in 2012 was a positive sign, indicating the inevitability of passing on increased fuel costs to consumers. The retail tariff hikes have helped the margins of SPUs and thus somewhat restored investor confidence.

    Fitch-rated entities in the sector are mostly power generation companies and thus likely to benefit from lower fuel and counterparty risks. However, delays in the resolution of challenges in the current operating environment including fuel availability and price risks, counterparty risks and regulatory risks could lead to a change in the sector outlook to negative.

    CEC forecast on power demand in China

    China Electricity Council in a report on forecast of China's power demand and supply for 2012 released on Tuesday said that China's power demand is likely to bottom out in the second half of 2012 on a possibly recovering economy in China, but the growth of power use may slower than that in the same period of last year.

    According to the forecast report, China's power consumption may rise by 6% to 8% on year to 2.6 to 2.65 trillion kilowatts-hour in the second half of 2012, and amount to 4.98-5.03 trillion kilowatts-hour for the whole year of 2012, up 6% to 7% on year.

    The forecast is apparently lower than an prediction at the beginning of this year because the fallback in economic growth and downward pressure in economy in the first half was far beyond expectation.

    As hydropower supply keeps in good condition and coal stocks at power plants remain high, power supply and demand is expected to maintain balance during the peak summer despite slight power shortage in north, east and south China at peak period.

    CEC also predicted that China may add 86 million kilowatts of power generating capacity for the whole year of 2012, including 20 million kilowatts of hydropower and 50 million kilowatts of thermal power. Total installed capacity of China may hit 1.14 billion kilowatts by the end of this year.

    Mena green energy projects worth USD 20 billion
