TAQA seeks new terms for Dutch gas transport tariffs

Reuters reported that Abu Dhabi National Energy Company is in talks with the Dutch government on changing the basis of gas transport tariffs to make the 4.1 billion cubic meter Bergermeer storage facility competitive.

Bergermeer, along with a liquefied natural gas terminal in Rotterdam is an important part of the Netherlands plan to become a European hub for distribution of imported natural gas once the country stops exporting its own gas output in 2025.

Mr Jan Willem van Hoogstraten MD of Taqa's Dutch branch said that at present a company wanting to use storage pays twice to enter the Dutch grid once when gas crosses into the Netherlands and once when it comes out of storage. This situation is fairly unique. To make our storage competitive we need to change that."

Mr Hoogstraten said that the capacity of the Bergermeer facility, located in a depleted gas field that once held 16 billion cubic meters of gas could be doubled to meet demand for extra storage once the biggest Dutch gas field at Groningen runs out after 2020. Technically expansion is possible. It will depend on market fundamentals.

TAQA which is 75% owned by the Abu Dhabi government has a 60 percent stake in the EUR 800 million Bergermeer project which will be partly operational in April 2014 and will reach full capacity 1 year later in April 2015.

Bergermeer would nearly double the Netherlands' gas storage capacity and give it more flexibility in meeting fluctuating demand in northwest Europe, for example in Belgium and the northern parts of Germany and France. Despite the Dutch government's commitment, the project has faced delays and strong local opposition because of fears that injecting gas into the depleted gas field near Alkmaar in the north west of the country could cause strong earth tremors.

Russia's Gazprom has agreed to provide 4 billion cubic meters of cushion gas which remains permanently in storage to maintain pressure in return for 1.9 billion cubic meters of gas in storage.

Mr Adri Pols commercial manager of Bergermeer said that 75% of the cushion gas has already been injected. Statoil ASA, Vattenfall Energy Trading Netherlands and France's EDF agreed last year with Taqa to lease a total of more than 90 percent of the 1 billion cubic meter of annual storage capacity made available in the first open season. TAQA is currently in negotiations with customers to lease another 300 million cubic meters in Bergermeer.

Mr Pols said that the Netherlands and UK will be the most likely markets for the gas stored in Bergermeer as the former gas field is well connected to the gas transport network and is only 20 kilometers away from the BBL pipeline transporting gas to the UK.

MENA needs USD 250 billion for power projects

Xinhua reported that the Mena region will need to pump USD 250 billion into its power sector in the next 5 years to meet regional electricity demand growth.

The Arab Petroleum Investment Corporation said that the power capacity in the region will increase by 7.8% annually translating to a capacity increment of 124 GW over the next 5 years.

The report entitled Mena energy Investment outlook capturing the full scope and scale of the power sector comes ahead of Middle East Electricity 2013 a major energy expo focusing on the power lighting renewable and nuclear sectors which runs from February 17th to 19th at the Dubai International Exhibition and Convention Centre.

The total amount of required capital investment includes power generation transmission and distribution and accounts for more than 200 planned and announced energy related projects in the Mena region valued between USD 100 million and USD 20 billion.

The GCC countries hold the lion’s share of investment growth accounting for 42% of total required expenditure while Iran alone will require USD 49 billion worth of investment for power GTD by 2017.

Ms Anita Mathews exhibition director of Middle East Electricity said that “A young urbanizing and fast growing population combined with the massive diversification and industrial expansion plans across the Mena region has led to a spurt in the demand for power. Some Mena countries have been struggling to keep up with the escalating demand amid political turmoil in parts of the region. By catching up with power demand being perceived as socially economically and politically desirable however we see a concerted private and public sector effort to ramp up investment in power related industries remarked.”

Ms Mathews said that "this will come as good news to more than 1,000 exhibitors at Middle East Electricity as they showcase their latest wares in power, lighting, nuclear and renewable energy at the dedicated three day event. After a highly successful edition in 2012 where 15,120 unique visitors walked through the exhibition halls we are looking forward to 2013 and have made some exciting developments in recent months as we keep aligned with industry trends."

One such development is Middle East Electricity’s co location with the inaugural edition of Solar Middle East a three day event dedicated to the regional solar industry. With at least ten solar power facilities worth a combined USD 6.8 billion currently under way in the UAE Kuwait, Oman, Egypt, Jordan and Morocco, Solar Middle East is set to become the largest gathering of solar technology suppliers ever seen in the region.
Ms Mathews said that the expo returns next year with the popular Middle East Electricity Awards, the VIP 100 Club and an extended program of technical seminars.

FuelCell Energy wins 121.8 MW of fuel cell kits order from POSCO Energy

US based FuelCell Energy has received an order from its South Korean partner, POSCO Energy, for 121.8 MW of fuel cell kits and services. The order is the biggest the fuel cell industry has yet seen.

The molten carbonate fuel cell kits will be manufactured at the FuelCell Energy production facility in Torrington, Connecticut. The estimated value of the multi year contract is approximately USD 181 million.

Mr Chip Bottone president & CEO of FuelCell Energy said that "The extensive market acceptance in South Korea for ultra clean and efficient fuel cell power generation is a deployment and job creation model that can and should be replicated in other regions of the world."

Mr Jung Gon Kim SVP of POSCO Energy said that "POSCO Energy recently signed a contract to build the world's largest fuel cell park, a 58.8 MW project located in South Korea. This order to FuelCell Energy for 121.8 MW will help us meet demand in South Korea as well as other Asian countries."

FuelCell Energy has a licensing agreement with POSCO Energy under which the Korean company manufactures molten carbonate fuel cell stack modules locally from cell and module components provided by FuelCell Energy.

South Korea has adopted an ambitious renewable portfolio standard in 2012 to promote clean energy, reduce carbon emissions, and develop a local green industry to support economic growth.

Utilities and project investors are developing new and renewable power projects under the RPS, including the new 58.8 MW fuel cell park that is in progress, with construction expected to commence in 2012. The electricity generated will be sold to the power grid, while the heat from the fuel cells will be supplied to a district heating system.

As an additional indicator of demand for stationary fuel cell power plants, Korea Hydro & Nuclear Power Co executed a memorandum of understanding with Seoul City on September 28th 2012 for the joint development of new and renewable power generation, including 120 MW of stationary fuel cell power plants.

Anticipated fuel cell applications include the Seoul City subway, municipal water treatment facilities, and resource collection facilities. Electrical and thermal efficiency is important under the RPS, and the fuel cell power plants are expected to be configured for combined heat and power.

UAE to invest USD 8 billion in power

According to the Business Monitor International, the UAE is expected to pump more than USD 8 billion in electricity generation over the next eight years with capacity expanding by over 53 terrawatt hours by end 2021.

BMI said that expansion is the name of the game in the UAE’s electricity market. With more than USD 8 billion expected to be invested in the period up to 2020 covering thermal, renewable, coal and nuclear generating capabilities the market will remain highly attractive to international developers however, the tight time frames for some ambitious new projects, intended to hike output by more than 50 per cent, will present logistical challenges.

Total power generation in the UAE for 2012 is forecast at 90.48 TWH representing a YoY rise of nearly 4%. With plenty of new generating capacity coming online in Abu Dhabi in the next few years, BMI envisages an uptick in annual production, lifting overall capacity to more than 123 TWH by 2017. With nuclear added into the mix, power generation is set to reach 144.2 TWH by end 2021.

BMI anticipates that natural gas fired generation will grow by a more modest 3.6% between2012 and 2021. Nuclear is expected to account for 13.6% of the total energy mix by the end of this period. Alongside nuclear, the UAE is also persevering with fossil fuel based additions with plans for coal fired power stations in Dubai however, the report did not factor coal into the wider energy mix.

It also sees solar and renewables making up a more significant contribution to the overall energy mix. The first, 13 MW phase of the planned 1,000 MW Mohammed bin Rashid al-Maktoum Solar Park, is due to be completed in 2013. Under the Dubai Integrated Energy Strategy 2030, the aim is to reduce energy consumption by 30% through the implementation of enhanced energy efficient initiatives like the solar PV park. By 2030, Dubai aims to generate at least 5% of its energy from renewables, 12% from clean coal and 12% from nuclear power an ambitious target. Dubai Electricity and Water Authority expects that distributed rooftop solar power sources would make a practical contribution to Dubai’s power needs, at around 20%, or around 2,500 MW by 2030.

With the nuclear ball rolling, BMI expects more contract awards through 2013. Emirates Nuclear Electricity Corporation was awarded its construction licence for two of four planned nuclear units in the west of Abu Dhabi in mid July 2012. The Federal Authority for Nuclear Regulation granted the licence in mid July 2012 and gave the green light for the building of two advanced pressurised water reactors with each having a 1,400 MWcapacity. In Q312, it signed deals with six companies to supply uranium over a 15 year period. These companies were ConverDyn of the US, Canada’s UraniumOne, Urenco of the UK with Rio Tinto, Russian’s Tenex and France’s Areva. These companies will provide enriched uranium to Kepco Nuclear Fuels, which will then make the fuel assemblies for the four planned units.

BMI forecasts a sharp increase in annual power demand over the 2012 to 2021 period with an anticipated average annual increase in consumption of 5.6%. Consumption of 81.0 TWH will rise to 133.5 TWH by 2021 under our forecast scenario. Much of this growth will be underpinned by a rising population which we see increasing from 8.1 million in 2012 to 9.3 million by end 2021.

E.On laat doelen voor 2013 los

    NMa wil kwaliteitsverbetering netbeheerders

Europe cannot reject Russian gas supplies

Vestnik Kavkaza cited Mr Mr Alexander Novak energy minister of Russia as saying that this year Russian gas exports will fall by 4% to 5%. Gas production in 2012 will grow by only 1% to about 677.1 billion cubic meters. At the same time, according to the optimistic scenario, by 2030 gas production in Russia may rise to about 950 billion cubic meters.

Mr Valery Yazev president of the Russian Gas Society said that “The strategy for the development of the gas industry until 2030 adopted at the state level provides for production of 1 trillion cubic meters of gas per year in Russia by 2030. At the same time, we understand that domestic consumption will continue to grow, the Eastern gas vector will increase, and our long time partner of yesterday, today and tomorrow, the European Union, will consume a significant amount of Russian gas by 2030. We believe that imports to Europe will increase by this time by 120 billion to 150 billion per year, despite the development of alternative energy and some coal renaissance but the overall growth of the European economy and decline in its own production make Russian experts believe that a growth of imports to Europe will take place. This is a competitive market, a tough market but Russia, Gazprom as the exporter and its wholly owned subsidiaries will take a significant position there, or at least will not lose the current position. This is about 35% of European gas imports. At the same time, we understand that we need to improve ways to supply gas.”
Mr Yazev said that this year, we have started up the second branch of Nordstream; we supply 55 billion cubic meters of gas per year to Germany, Greifswald. We made the final investment decision on the construction of the South Stream. On December 7th 2012 the first joint of the South Stream will be welded. At the end of 2015 South Stream will be put into operation. At its full capacity it is another transit way; 63 billion cubic meters of gas per year will go to Europe through South Stream. In addition, we are increasing the component of liquefied gas. Today in Russia we have a single terminal of liquefied gas on Sakhalin, about 9.5 million tonne to 10 million tonnes per year. In addition, we launched a project YamalSPG from 15 to 50 million tons of liquefied natural gas. And in the project Shtokman the launch of which is postponed, but none the less it will inevitably be built, there are three ways, 7.5 million tons of NL GI will be supplied in each way, ie a total of 22.5 million tonnes. These are projects of liquefied gas. Thus, we will supply to Europe pipeline gas and LNG. Here, perhaps, is what we are preparing. While respecting European legislation, we naturally want to reach up to the ultimate consumer of Russian gas and generate electricity in Europe, as do German, European concerns in Russia.”

Mr Beate Raabe general secretary of the European Union of Gas Industry said that “The European Union wants to be able to receive gas from other sources so the Russian gas will continue to play an important role in Europe. Russia for years has made reliable gas supplies, it is generally accepted. Accordingly, the Russian gas will continue to be an important element of the basket of energy in Europe. One of the advantages of renewable energy sources is that dependence on imports from anywhere can be reduced, so that renewable energy sources mean that this energy can be produced in Europe, and it is possible to reduce the import of oil and gas. But it is not directly aimed against Russia, for the Europeans it is simply uncomfortable to live with the idea that they have to constantly import energy. That is what is at stake. We're not talking about dependence but about interdependence. This is globalization. And the WTO promotes this. Export and import pull together the countries of the world. This touches upon energy in the same way. In addition, we see that now the emphasis on energy independence, as someone called it, is reduced.”

    Elektriciteitsproductie gedaald

India 54000 MW renewable energy capacities by 2017

Business Line cited Mr Gireesh B Pardhan secretary of the Ministry of New and Renewable Energy as saying that India would take its new and renewable capacities to 54000 MW by 2017, the terminal year of the 12th Five Year Plan.

Currently, the country has around 27,000 MW of renewable energy capacity.

Mr Pardhan at an industry event organized by FICCI said that India produced solar energy at an average tariff of INR 18 a unit in 2009, which now stands at INR 7.40 per unit.

He said that “This fall in tariff for solar energy witnessed in such a short period has encouraged policy makers to explore greater possibilities to harness solar energy at a faster pace.”

At the same time, India is not in favour of a proposal for setting up of a SAARC Regional Grid to cement energy cooperation among the member nations.

He added that these countries should strive to build blocs for bilateral cooperation with the adoption of a bottom up approach rather than seeking to establish a SAARC regional grid which seemed impractical.

Mr Vikramjit Singh Sahney President of the SAARC Chamber of Commerce and Industry said that the member nations should identify commodities of common interest and begin to enhance their trade for mutual benefit.

Mr Sahney said that the ongoing move on the Turkmenistan to Afghanistan to Pakistan to India gas pipeline could be a model for public private partnerships in mega infrastructure projects in the SAARC region.

Saudi Arabia home consumption of oil 4 MBPD

Saudi Aramco announced that local consumption of oil which hit 4 million barrels a day is considered one of the highest rates in the world. Aramco called for reducing production and consumption of power and to find alternative power sources.

Mr Ahmad Al Khiwaitir executive manager of power systems said that in the Saudi exhibition for electricity held in Riyadh it's an inevitable need to lessen oil consumption. The Kingdom consumes more than 4 million barrels of oil a day to meet the local demand for power.

According to international statistics the average amount of individual consumption of oil in KSA is double the international consumption rate.

Mr Ahmad Al-Khiwaitir said that Aramco has adopted the electricity efficiency program since 2000 which aims to annually reduce power consumption by 2% in the companies’ premises. To support this 2GW plants which raise power efficiency to 75% were built to produce steam and electricity.
