UPDATE: Oil Demand Cools In First Half Of 2005

    By Myra P. Saefong

SAN FRANCISCO (Dow Jones) -- High prices helped weaken demand for petroleum in the first half of this year, according to a monthly report from the American Petroleum Institute released Wednesday.

"Higher prices in the first half of the year [were] a factor that appeared to slow demand growth across all major products," the report said.

Domestic crude deliveries, which is key a measure of demand, stands at 20.6 million barrels per day year to date, up 0.3% over the same period a year ago, the API said. In 2004, demand climbed 3.5%.

The growth in demand for first half of 2005 marked the "weakest results" for a six-month period since the first half of 2002, the trade association said.

The news comes on the heels of lower demand-growth estimates from both the Organization of Petroleum Exporting Countries and the International Energy Agency.

On Monday OPEC had reduced its 2005 world oil-demand growth estimate by 150, 000 barrels a day to 1.6 million barrels per day, citing a "slowdown in economic activity in some regions and preliminary demand figures pointing to significantly lower consumption in the first half of the year in some major consuming countries."

And last week the IEA cut its 2005 global demand-growth forecast by 200,000 barrels a day, to 1.58 million barrels a day, due to a weaker outlook for China and the U.S.

Gasoline demand, as measured by deliveries -- how much of the product is moved or delivered from refineries to wholesale outlets -- has also slowed for the first half of this year.

Growth in deliveries of the fuel slowed to less than 0.5% for the first half of 2005, compared with a 1.9% rise for all of 2004. Distillate fuel-oil deliveries climbed 1.8% during the January through June 2005 period, versus a 3.3% climb in 2004, the API said Wednesday.

The slower gasoline delivery growth reflected "the consumption-dulling effect of retail gasoline prices at their highest inflation-adjusted level since the early 1980s," it said.

The trade group attributed the weaker growth in distillate demand on a decline in consumption of heating oil, which is mainly used in the winter, but it also said highway-diesel demand "continued to grow solidly."

At the same time, it reported that distillate fuel production rose nearly 7% in the first half of 2004 to a record high of 3.97 million barrels per day.

Total crude-oil supplies climbed more than 37 million barrels during the first half of this year to 323 million -- more than double the five-year average for the period, and the highest ending level for the month of June since 1999, the report said.

UK oil production dips 11 %
06-07-05 British oil production fell 11 % in April, continuing the past year's trend of declining production, according to the latest Royal Bank of Scotland (RBS) Oil and Gas index.
The June survey says that gas production was also down by 16 % on the year. Combined oil and gas production was down 13 % on the year.

RBS said, however: "Continued high oil prices and the success of the most recent offshore licensing round continue to point towards a positive outlook for the North Sea."
Tony Wood, senior economist with Royal Bank of Scotland, said: "The ongoing rate of decline of UK oil and gas production continues to be of concern. However, high oil prices combined with the success of the recent Seaward Licensing Round point to a much more positive operating environment in the UK for at least the next two years."

US says militants planning attacks in Saudi

RIYADH - The United States warned its citizens in Saudi Arabia on Wednesday that militants were planning fresh attacks in the world's biggest oil exporter.

A statement issued by the US embassy in Riyadh said it had no specific details about possible targets or timing of attacks but advised Americans to keep a low profile.

Saudi officials were not immediately available to comment on the warning, but one security source said several previous alerts by Western missions had proven unfounded.

Saudi Arabia has been battling a two-year wave of violence by militants loyal to Saudi-born al Qaeda leader Osama bin Laden trying to expel Westerners from the country and destabilize the pro-Western royal family.

Suicide bombers hit several compounds housing mainly foreigners in 2003 and gunmen waged a series of attacks against Westerners last year, including a daylight raid on the US consulate in the Red Sea city of Jeddah.

Saudi security forces have also been targets.

"The American embassy in Riyadh advises all American citizens living in Saudi Arabia that it has received indications of operational planning for a terrorist attack or attacks in the kingdom," an embassy statement read out by an official said.

"The embassy has no specific information concerning timing, target or method of any possible attack(s)," the statement said.

Wednesday's warning follows a relative lull in militant attacks in Saudi Arabia. The last high profile strike was the bombing in December of the Interior Ministry in Riyadh.

Authorities have killed or arrested all but three men on a list of 26 most wanted suspects published in late 2003. But last month they issued another list of 36 wanted men they are still hunting down.

One of those suspects, Mohammad Ibrahim al-Hayyari, was killed in a fierce gunbattle in Riyadh two weeks ago.

Militants have killed 91 foreign nationals and Saudi civilians in the last two years and caused more than 1 billion riyals ($270 million) worth of damage, Saudi officials say.

Forty one security force members and 112 militants have also been killed in clashes.

Early Wednesday, the Energy Department reported a 900,000-barrel decline in crude inventories for the week ended July 15. It pegged total supplies at 320.1 million.

The American Petroleum Institute posted a 5-million-barrel decline to 316.7 million.

At the same time, motor gasoline supplies fell 1.3 million to 211.3 million, according to the government data, and by 4.1 million to 212.3 million, according to the API.

Distillate stocks, which include heating oil, climbed 2.3 million to 122.7 million, the Energy Department said. Supplies were up 1.3 million to 121.5 million, the API reported.
