Simpel gezegd. De kans op goedkeuring deze maand is aanwezig maar klein:

en dan natuurlijk feitelijke goedkeuring;

Conclusie is dus dat goedkeuring (lees: positief advies) deze maand niet uitgesloten is maar wel onwaarschijnlijk is.
