    Fire damages building at Liberty Steel & Wire in Bartonville

    A fire early Monday damaged a building at a Bartonville industrial facility. About 4:45 AM, Bartonville Fire Department crews were called to Liberty Steel & Wire in Adams Street, formerly known as Keystone Steel & Wire. There they found flames inside the wire-mill building. It took about a half-hour to bring the fire under control. Nobody was injured

    Fire Department Chief Drew Zachman said “A welder had been working in the area and ensuing sparks ignited part of the wooden roof. The fire never went through the roof.’

    Andhra Pradesh Chief Minister YS Jagan Mohan Reddy laid the foundation stone for AP High Grade Steels Limited’s steel plant in Kadapa district's Jammalamadugu mandal. The INR 15,000 crore plant is set to be established in 3,295 acres of land between Sunnapurallapally and Pedha Nandaluru villages in Jammalamadugu mandal of Kadapa district

    Besides local leaders, District Collector Hari Kiran, Kadapa Steel CMD Madhusudhan and state ministers Adimulapu Suresh and Peddireddy Ramchandra Reddy along with Deputy CM Amjad Basha were present at the event.

    Severstal Appoints Mr Nikolay Kigalov as GD of Vorkutaugol

    Mr Nikolay Kigalov has been appointed General Director of Vorkutaugol JSC. Mr Sergey Likhopud, who has held this position since November 2016, has decided to continue his career outside Severstal. Mr Nikolai Kigalov was born in 1979 in the Kemerovo region. He graduated from Kuzbass State Technical University with a degree in mining engineering. Since 2009, he worked as a chief engineer at various coal mining enterprises of the Kemerovo region. In 2017, he was appointed director of the Raspadskaya mine. Since July 2018, he worked as the Executive Director of Vorkutaugol.

    Located at Vorkuta in Komi Republic in North Russia, Vorkutaugol is one of the largest producers of hard coking coal in Russia. Vorkutaugol supplies Severstal Russian Steel with hard coking coal concentrate. The main consumer of Vorkutaugol’s coking coal is Severstal Russian Steel in Cherepovets Russia. Also among the consumers are NLMK, Alchevkoks, Gubahinsky KHZ, Moscow KHZ. Energy stations and cement factories of the region are the consumers of steam coal. Severstal holds 100% of the share capital of OAO Vorkutaugol.

    GMS Market Commentary on Shipbreaking in Week 51 - Milestone Year

    As we approach the final week of the decade, we can look back on another interesting and relatively active year in the recycling markets, with many milestones and achievements to celebrate the constant change in this evolving industry. In perhaps the most important move of the year, India's adoption of the Ship Recycling Bill 2019, after a decade of hard work and lobbying, will see all of the approximately 140 Alang recycling yards become fully HKC compliant. Currently there are 75 HKC compliant yards in India and one in Bangladesh and the fact that all Indian facilities will now be required to upgrade to HKC standards under the guidelines of the new bill, is indeed a massive step in the right direction for the industry as a whole. We certainly hope that both Pakistan and Bangladesh follow suit in improving recycling standards at their respective local yards.

    The year started with a plethora of Capesize bulkers being sold for recycling, around 25 sold over the course of the year, but by the middle of 2019, freight rates had surged to well above USD 30,000 per day, in an overall positive year for almost all sectors (tankers in particular) on charter rates.

    Scrap prices have of course declined over the course of the year, with levels starting out in the mid USD 400s/LDT, unfortunately collapsing by about USD 100/LDT by the middle of the year, to see third & fourth quarter rates positioned in the mid USD 300s/LDT, in some worrying moves for the industry overall.

    However, with prices now positioned at profit making levels for Recyclers once again and demand improving gradually, the market should be set for a busy period when the new higher-priced low Sulphur fuel regulations come into effect from January, 2020.
    On the industry front, Turkey is the only market that made some noteworthy jumps from last week, with local steel plate prices jumping to nearly USD 300/MT and levels firming in kind.

    Amada America Opens Manufacturing Plant in North Carolina

    Seventeen months after breaking ground, Amada America officially opened its 190,000 square foot Carolina Manufacturing Center in High Point in North Carolina. Another building on the campus, the 62,000 square foot Carolina Technical Center, will open in 2020. The North Carolina campus has Amada’s third manufacturing facility in the US. The opening follows another manufacturing expansion earlier in 2019, when Amada Tool America completed a 19,000 square foot addition to its existing plant in Batavia in New York. In 2013 the company opened a laser cutting machine manufacturing plant in Brea in California.

    The plant now employs a little more than 50 people, and the company expects employment to rise as it ramps up production of its HRB, short for Hybrid Retrofittable Bending machine. The plant will produce both stand-alone HRB press brakes as well as an HRB with an automatic tool changer. Both HRB models have options, like special gauging or sheet followers that fabricators can add at the time of purchase or choose to add later. Assembly cells down the central aisles are equipped with wheeled carts holding kits of parts and tools, and everything can be wheeled to other locations as needed.

    Most critically, the plant’s largest equipment, including a double-column bridge mill, paint booths, and blasting booth, has excess space and capacity. The blast booth alone, an automated system with a massive turntable, has the capacity to fit a complete laser machine frame on it. In the future, should laser machine production expand beyond Amada’s Brea plant, the North Carolina plant is designed to be able to absorb the demand and tool up for laser machine production.

    All welding cells are set up with local fume extraction, and one welding cell has a massive, 12,000-pound-capacity positioner, similar to one used at Amada’s plant in Japan. Thanks to quick positioning, employees can weld an entire press brake side plate within a few hours.

    Both prepaint blast and cleaning booths have reclamation systems that significantly reduce waste. About 95% of cleaning solution is filtered and used again. The blast booth has an automated reclamation system with an elevator that carries blast media back to the storage hopper. All this not only produces less waste from an environmental perspective, but also frees more available production capacity for future expansion.

    Nippon Steel Nisshin Banking BF 2 at Kuru Works

    Nippon Steel Nisshin Co Ltd has decided to conduct banking of the No 2 blast furnace at the Kure Works around mid-February 2020 and to focus on production of the No 1 furnace, in order to improve production efficiency and further stabilize blast furnace operation. The reason for this is that both blast furnaces were operating at a low utilization rate due to a fire accident at the Kure Works in August 2019, in addition to the deteriorating environment for steel demand. Banking is to take measures to temporarily stop blast furnace production but make it possible to restart production at a later date by stopping the air blast flow.

    Nippon Steel Corporation will provide technical assistance concerning the banking method and flexibly supply iron sources, namely, slabs and hot coils, to Nippon Steel Nisshin. This will enable Nippon Steel Nisshin to continue supplying the same products as at present.

    Nippon Steel and Nippon Steel Nisshin are scheduled to merge in April 2020 and to be operated in an integrated manner to ensure the best interests of the Nippon Steel Group.

    NLMK Supplies Galvanized Bake Hardening Steel to UzSungwoo

    NLMK Lipetsk has delivered a pilot batch of galvanized bake hardening steel to the Uzbekistan-Korean joint venture UzSungwoo. The pilot batch of steel was custom-made to meet the customer’s individual requirements. It was used to make General Motors internal car body parts, which contribute to vehicle safety. Tests have confirmed compliance of the metal’s ductility and yield strength with the GM standard. Cold stamping makes BH steel, which has an inherently high degree of ductility, into a high strength body component. By offering ductility and high strength at the same time, BH steel can be used to make reduced weight body components of any complexity. A stronger and lighter material contributes to better safety and weight properties, improves fuel economy and the car’s environmental performance.

    NLMK Group supplies UzSungwoo with galvanized and cold-rolled steel made in line with the GM standard, including “soft steels” with superior stamping performance, and new grades of high strength steel. NLMK is currently testing dual phase steel, commissioned by UzSungwoo. DP steel offers unique mechanical properties, which contribute to lower vehicle weight, better fuel economy, and higher safety performance.

    Explosions at Posco Plant in Gwangyang Injure 5 Workers

    Korean media reported that explosions at Posco’s Gwangyang steel mill have left five people injured. POSCO said “explosion and fire occurred during a waste heat generator test. An ensuing fire was contained in 21 minutes. The five injured included one with serious injuries and have been taken to hospital for treatment. The fire had no impact on operations as the facility where the fire started is a research facility not directly related to production operations. Fire department and other related agencies are investigating the cause of the incident.”

    Media reported that the explosion was so strong that windows shook in houses located 2.5 miles away, and drivers on the bridge some 300 feet from the explosion felt that it was shaking.

    Tan Viet Quang Starts Construction of Stainless Steel Plant in Quang Tri

    Vietnamese media reported that Tan Viet Quang Company Limited began construction of a plant set to produce stainless steel and steel alloy in Que Hai commune in Hai Lang district in the central province of Quang Tri on December 25. The plant will have a capacity to produce 240,000 tonnes per year and a total investment capital of VND1.6 trillion (USD 69 million)

    Director of Tan Viet Quang Company Limited Nguyen Ba Dung said that the plant is equipped with up to date modern technologies and devices and is assured to protect the environment.

    JSW Steel Awaiting for NCLAT Ruling on Bhushan Power and Steel

    Mint, citing people with knowledge of the matter, reported that JSW Steel Ltd may go slow on buying bankrupt Bhushan Power and Steel Ltd, despite the cabinet on Tuesday approving an ordinance to ring fence successful bidders from criminal proceedings for offences committed by previous promoters. As per report, JSW steel will wait for further clarifications from the National Company Law Appellate Tribunal when the matter comes up for hearing on 13 January. A source said “The fine print is not clear on this ordinance yet. JSW will move ahead only when everything is crystal clear because the stakes involved are too high.”

    JSW Steel had approached NCLAT for protection from any liabilities or litigation that may arise as the former promoters of Bhushan Power and Steel Ltd were accused by banks of a fraud. Without such an assurance, JSW could have been dragged into litigation, which the company was unwilling to take upon itself. The company had told the tribunal that in the absence of protection from possible attachment of assets and liabilities that may arise from criminal proceedings, it would not be able to implement the resolution plan for BPSL.

    NCLAT, which had approved JSW Steel’s INR 19,700-crore bid to take over BPSL, had subsequently stayed the transaction pending an investigation into fraud and money laundering by the former owners of the debt-ridden company. Bhushan Steel had accumulated a debt of INR 47,000 crore and was part of the original dozen cases identified by the Reserve Bank of India to be referred to bankruptcy courts.

    Indonesia Will Lead World's Stainless Steel Exports by 2021 – Minister

    TEMPO reported that Indonesia’s Coordinating Minister for Maritime Affairs and Investment Mr Luhut Binsar Pandjaitan believes that Indonesia would be the world’s largest stainless steel exporter by the year 2021 following the country's constant growth of stainless steel exports. He recently said “Our stainless steel exports have reached USD 5.8 billion annually.”

    The Industry Ministry previously recorded iron and steel exports grew from 302,919 tons in 2017 to 459,502 tonnes in 2018 (January-September), while exports of HRC stainless steel rose from 324,108 tonnes to 877,990 tonnes during the same period.

    Delhi Court Refuses Bail to Former BPSL CMD Mr Sanjay Singal

    Delhi Court has rejected the bail plea moved by former CMD of Bhushan Power & Steel Mr Sanjay Singal in the money laundering case arising out of the bank fraud case. The order was passed by Special Judge (PC Act) Arun Bhardwaj. After hearing the parties, the Court opined that Mr Singal was not a flight risk as he had deep roots in the society and was also not in the position to commit the similar offences as he was also no more the CMD of Bhushan Power and Steel. The Court, however, noted that Singal and other accused in the CBI case deleted certain electronic data, which obstructed the investigation. The order said “Even if the allegation is one of grave economic offence, it is not a rule that bail should be denied in every case, but the facts of the case are such that the applicant be not released on bail. The facts of this case show that the applicant being the CMD of BPSL has played a key role. Even after takign the offer of JSW Steel of INR 19,500 crore into consideration, the fact remains that the accued has to account for INR 27,704 crore as the toal loan amount defautled by BPSL is INR 47,204 crore. Such offences have deletrious effect on the economy of the country which ultimately effcts everyone and have worse effects for the last man in the row. Considering the allegation of deletion of electronic data by the applicant, the quantum of amount involved in this case and the role played by the applicant, in the opinion of this Court, the applicant is not entitled to bail."

    Mr Singal was arrested by the Enforcement Directorate last month and was subsequently remanded to judicial custody. It is the investigating agencies' case that Mr Singal, along with other accused and some unknown public servants of banks, hatched a criminal conspiracy to cheat the banks, financial institutions and the government exchequer. It is alleged that Singal and others dishonestly and fraudulently diverted a huge amount of bank funds through shell companies etc and deliberately defaulted in payment, which caused wrongful loss to the lending banks and financial institutions.

    Worthington Reports Second Quarter Fiscal 2020 Results

    Worthington Industries Inc has reported net sales of USD 827.6 million and net earnings of USD 52.1 million for its fiscal 2020 second quarter ended November 30, 2019. Net earnings for the current quarter benefited from a pre-tax gain of USD 23.1 million recorded in equity income related to the sale of the international operations of the WAVE joint venture. Estimated current quarter inventory holding losses in Steel Processing were USD 6.5 million. Worthington Industries Chairman and CEO Mr John McConnell said “We delivered solid results for the quarter despite some market softness and challenging conditions in steel pricing. Pressure Cylinders volumes were up, led by strong demand in the consumer products and oil and gas businesses. Overall, we returned to year-over-year earnings growth for the quarter and I’m pleased with the way our teams continue to perform in markets that are being impacted by trade wars and economic uncertainty.”

    US Steel Sector Operating at 80.2% Crude Steel Capacity Utilization in 2019 – AISI

    American Iron and Steel Institute announced that in the week ending on December 21, 2019, domestic raw steel production was 1,866,000 net tons while the capability utilization rate was 80.7 percent. Production was 1,861,000 net tons in the week ending December 21, 2018 while the capability utilization then was 79.4 percent. The current week production represents a 0.3 percent increase from the same period in the previous year. Production for the week ending December 21, 2019 is up 1.2 percent from the previous week ending December 14, 2019 when production was 1,844,000 net tons and the rate of capability utilization was 79.7 percent. Adjusted year-to-date production through December 21, 2019 was 94,450,000 net tons, at a capability utilization rate of 80.1 percent. That is up 1.8 percent from the 92,777,000 net tons during the same period last year, when the capability utilization rate was 78.2 percent.

    Broken down by districts, here's production for the week ending December 21, 2019 in thousands of net tons: North East: 207; Great Lakes: 681; Midwest: 194; Southern: 695 and Western: 89 for a total of 1866.

    Indian Steel Market Has Bottomed Out - JSW Steel’s Mr Seshagiri Rao

    JSW Joint MD Mr Seshagiri Rao while sharing his views with Business Line said that “We think things have bottomed out. We started the year with 8.8 per cent growth the previous year. The first quarter steel demand growth was 6.4 per cent, then it was 2.4 per cent and then in September it went into negative territory. In October it became marginally positive and improved there on. The cumulative growth in first eight months of this fiscal was 3.56 per cent. The slowdown in growth was quite visible in the later part of the year from June. The main reason for the slowdown was the lack of credit from banking system and cut in government expenditure. The Government has taken a series of measures to address the issue. Now, credit growth touched 6.5 per cent. Banks’ balance sheet will get strengthened by recovery in big NPA accounts and they will be in a position to lend. The recovery momentum will catch pace. We expect the March quarter to be better than December quarter.

    He added “Today, capacity utilisation is low in the manufacturing sector. At least this should see an improvement if the demand picks up. Today, credit growth from March has tapered off. Credit to the steel sector, in particular, has been coming down quarter after quarter, because of the bankers’ past experience in lending to this sector. They have become risk averse when we want 160 million tonne of capacity in India. I think some policy calibration is required on lending in general, and specifically to the steel sector for both working capital and long term finance.”

    Severstal Testing Exoskeletons to Reduce Injuries

    Russian steel giant Severstal PJSC has acquired 30 Exorise exoskeletons to improve working conditions and reduce injuries in the production units of the Cherepovets Metallurgical Plant. This batch of exoskeletons will undergo pilot tests with subsequent refinement and replication taking into account feedback. Exorise exoskeletons were developed by the Russian company Research and Development of MSTU and are designed for any manual workers. They were tested in several workshops of the Cherepovets Metallurgical Plant, in particular, in the metal finishing shop No 1, the polymer coating workshop No 1 and the blast furnace complex No. 4 Exoskeletons received positive feedback from employees, so the management of the enterprise decided to put them into pilot operation.

    The Exorise exoskeleton has an anthropomorphic shape and adjusts to various physical parameters of a person. It does not constrain movement and does not limit freedom of action, compensating up to 30% of the load. In addition, the exoskeleton meets the requirements of equipment speed, heat resistance and wears resistance. The design is a flexible base of increased strength, a corset part, which compensates for the compression load on the spine and corrects posture, as well as springs and a distributed system of elastomers to increase work efficiency when tilting and lifting. The exoskeleton relieves back muscles due to the return action of the springs and elastomer without any metal springs. Therefore, even if the structure is worn incorrectly, it will not harm the operator.

    Malaysia Imposes Anti-Dumping Duties on CR Steel Import from China, Japan, South Korea and Vietnam

    Malaysia announced the imposition of anti-dumping duties on companies from China, Japan, South Korea and Vietnam exporting cold rolled steel coils with more than 1,300mm. The International Trade and Industry Ministry said that the duties are imposed after anti-dumping investigations regarding the export of the coils from the four countries. The duties are ranginf 3.84 per cent to 26.39 per cent, for five years from December 25th to Dec 24 2024.

    The companies from China named were Angang Steel Co, Maanshan Iron and Steel Co, Shougang Jingtang United Iron & Steel Co and others. All producers/exporters from Japan were in the list, while POSCO and others were named as those imposed with anti-dumping duties from South Korea. From Vietnam, POCOS Vietnam Co and others were named.

    Privatisation of Neelachal Ispat facing Opposition

    Opposing the privatisation of Neelachal Ispat Nigam Limited and demanding immediate resumption of operations, the Neelachal Banchao Milita Mancha and Central Trade Union have asked Odisha government to make investments to revive the factory. Senior Congress leader Mr Ramachandra Khuntia suggested that the State government may also consider merging NINL with companies like SAIL, RINL and NMDC. Mr Khuntia said “NINL, which employs 6,000 people directly and indirectly, has reportedly remained closed for past 5 months and in case the company is privatised chances are high that it will affect the livelihood of workers, who are yet to get their pending salaries.”

    Neelachal Banchao Milita Mancha Convenor Mr Ranjan Kumar said “If our demands are not accepted by the Odisha government, we will stage protest in front of the Parliament.”

    Former Employee of NASA Contractor Convicted for Certifying Chinese Steel Tubes

    A federal jury has found Seongchan “Steven” Yun (32, Redondo Beach, CA) guilty of providing a false document to a federal agency. Yun faces a maximum penalty of 10 years in federal prison. His sentencing hearing is scheduled for March 2, 2020. According to evidence presented at trial, Yun was an employee at CBOL Corporation, a company that provided parts and materials to the aerospace industry, including NASA. In the summer of 2014, Yun handled a contract that required CBOL to provide stainless steel tubing to carry hypergolic fuel (rocket fuel) for use in support of NASA’s Space Launch System/Orion project at Kennedy Space Center. The contract required that the steel tubing originate from the United States. During the procurement, Yun received steel tubing originating from China. Instead of replacing the tubing with materials from the United States, Yun covered up the foreign origin of the parts on documentation that accompanied the parts. He then caused the steel tubing to be shipped to the Kennedy Space Center, and later prepared a certification falsely certifying that the steel tubing conformed to all of NASA’s requirements. The steel tubing ultimately failed materials testing conducted by NASA regarding its suitability for use in NASA’s fueling programs.

    Mr Yun's sentencing hearing is scheduled for March 2, 2020. He was indicted on March 13, 2019.

    The fraud was uncovered when NASA employees became suspicious after the steel tubing failed suitability testing. Yun initially tried to claim that he did not know the material had to be produced domestically. However, later he confessed to knowing about the requirements for tubing made inside the United States.
