    Posco SS Vina Sells Rebar Mill to Yamato Kogyo

    S&P Global reported that Vietnam based long steel products maker Posco SS Vina has sold its rebar production line to focus on its steel sections business.Ba Ria Vung Tau based steel plant has a production capacity of 1 million tonnes per year, comprising steel sections and rebar. A source said "Posco SS Vina has sold off its rerolling facilities for rebar making, and going forward, Posco Yamato SS Vina will focus on the other remaining production line, which does section products like H-Beams.”

    On December 13, Japan's Yamato Kogyo Group said it bought a 49% stake in Posco SS Vina for about USD 100 million, reiterating that Posco SS Vina had withdrawn from the rebar market. With the stake purchase, Posco SS Vina will be renamed Posco Yamato Vina Joint Stock Co.

    Slow Down in Steel Sector Impacting Coking Coal Imports

    According to data from the Indian Ports Association, Indian coking coal imports moving through 12 key state controlled ports only posted marginal year-on-year gains during April-November and were at risk of a further contraction as lower steel production hits demand as India imported 37.2 million tonne up by just 1.9% from April-November last year. Indian steel output and coking coal demand in 2019 was expected to show much larger growth over the previous year, with imports potentially even overtaking volumes into China. But coking coal import volumes are now at risk of contracting because of weaker global steel prices that have caused a narrowing in the profit margins of steel producers.

    India imported 57.5 million tonne of coking through state ports in 2018-19, but is now on pace for a drop to about 56 million tonne for 2019-20 or even less if the month-to-month downtrend in import volumes continues.

    MILAAN (AFN) - Staalconcern ArcelorMittal en bewindvoerders van de failliete staalfabrikant Ilva hebben een principeakkoord bereikt over de huur en overname van een grote fabriek in de Zuid-Italiaanse stad Tarente. De overeenkomst dient als basis voor verdere onderhandelingen. Dat heeft een advocaat van ArcelorMittal volgens persbureau ANSA laten weten.

    ArcelorMittal zou de Ilva-fabriek na een huurperiode overnemen, maar zette eerder dit jaar een streep door die overeenkomst. Als reden gaf de staalgigant de opheffing van bescherming tegen milieuclaims door de Italiaanse overheid. De omgeving rond de Ilva-fabriek is sterk vervuild en als onderdeel van de overname zou ArcelorMittal die saneren.

    De Italiaanse overheid verzette zich tegen de keuze van Arcerlor om Ilva te laten vallen. De twee partijen stonden vrijdag tegenover elkaar in de rechtszaal om de kwestie.

    (ABM FN-Dow Jones) De wereldwijde staalproductie is in november opnieuw gedaald ten opzichte van dezelfde periode vorig jaar. Dit bleek vrijdag uit cijfers van de brancheorganisatie World Steel Association.

    In totaal maakten de 64 staalproducerende landen in de afgelopen maand 147,8 miljoen ton staal, een afname van 1,0 procent op jaarbasis. Ook in de voorgaande maanden daalde de productie.

    De productie in China liet in november een afname van 4,0 procent zien. De grootste producent ter wereld produceerde 80,3 miljoen ton staal. Daarmee was de krimp sterker dan een maand eerder.

    In de VS daalde de staalproductie met 2,2 procent. In Japan en Zuid-Korea daalde de staalproductie respectievelijk met 10,6 en 0,5 procent.

    Duitsland zag zijn staalproductie met 12,9 procent afnemen in november.

    US Steel to idle Hot End and HSM at Gary Works

    United States Steel has announced additional actions to competitively position the company for the future. US Steel intends to indefinitely idle a significant portion of its Great Lakes Works operation near Detroit, Mich. The company expects to begin idling the iron and steelmaking facilities on or around April 1, 2020 and the Hot Strip Mill rolling facility before the end of 2020. The company will be issuing Worker Adjustment and Retraining Notification Act notices to approximately 1,545 employees at Great Lakes Works, although we anticipate the final number of employees who will be impacted by the idling will be lower.

    The company currently expects to continue operating the following areas at Great Lakes Works in line with customer demand: the Pickle Line, Cold Mill, Sheet Temper Mill, Continuous Galvanizing Line, Annealing, and Warehouses.

    Thailand Extends Anti Dumping Duty on CR Steel Imports from China, Vietnam and Taiwan

    Thai government has extended the anti-dumping duty on cold reduced carbon steel, both coiled and uncoiled, from China, Vietnam and Taiwan for the next five years. Thailand has imposed anti-dumping tariffs ranging from 4.22% to 20.11% of CIF prices since 2014. The penalty period expired in February 2019 but was extended to February 2020. The latest approval will become effective after February's expiry date.

    In 2018, Thailand's total import volume of cold-reduced carbon steel totalled 1.053 million tonnes, a surge from 892,529 tonnes in 2017.

    Ms Leadsom Confirms that British Steel deal with Jingye’s on track

    UK’s Business Secretary Ms Andrea Leadsom confirmed that good progress is being made with the sale of British Steel to proposed new owners Jingye. She said “I wanted to inform the Support Group that I had a very positive meeting with Jingye’s CEO Mr Li Huiming yesterday and remain confident that they are firmly on track to complete their acquisition of British Steel. My officials have been working closely with Jingye during the purdah period, and in our meeting I re-iterated my personal commitment to support Jingye and the Official Receiver to conclude this transaction as soon as practicable. I appreciate that there has been some unhelpful media speculation over last weekend, which was wholly inaccurate. As the Trade Unions are aware, the Official Receiver was clear in his message to all British Steel employees on Monday that such speculation was emphatically not true. The Official Receiver has also confirmed, in statements made to the press over the weekend, that no talks are taking place with any other interested parties seeking to acquire the business. I would be most grateful if support group members can use relevant opportunities to reassure key parties that the Jingye acquisition remains on-track and to encourage them to continue to support the business at this time.”

    British media also reported that British Steel Jingye deal has been bolstered by reports the government is in the process of finalising a GBP 120 million package to help protect jobs in the area. It is expected that the government will confirm it will provide the funding in the next few weeks. A spokesperson for the Department for Business, Energy and Industrial Strategy said We are continuing to work with Official Receiver and Jingye on the next stage of the sales process. The Government schemes that are available to all steel producers will be available to them, should they choose to apply to them but no Government money has currently been committed.”

    GFG Alliance Appoints Mr Neil Barrell as COO

    Global industrial group GFG Alliance has appointed Mr Neil Barrell as its first Group Chief Operating Officer. Mr Neil will take up the new role on 1 January 2020 from within the organisation, after joining GFG Alliance as the global head of integration and performance earlier this year. Initially, Neil’s focus will be on bringing GFG Alliance’s Liberty Steel businesses across the globe into one consolidated Liberty Steel Group, which was launched by Sanjeev Gupta at the World Steel Dynamics conference in October. As part of this consolidation, GFG is committed to enhancing governance across its worldwide organisation, and to move towards broader financial transparency. Mr Neil will also have responsibility for business transformation and integration, operational improvement, asset performance, business intervention and restructuring across the wider GFG Alliance.

    Mr Neil, 49, has many years’ senior management experience, including nine years at senior management level, leading businesses in steel, aluminium and the automotive sector. He joined GFG Alliance in June from international accounting and consultancy firm Grant Thornton, where he was a senior partner as head of UK manufacturing and industrials, and the firm’s global automotive leader.

    NMDC Allocated 2 Coal Blocks in Jharkhand State

    Recently Ministry of Coal has allocated two coal blocks to NMDC, the Rohne and Tokisud North for commercial mining. Both these blocks are located at Hazaribagh District of Jharkhand. The Rohne coal block has extractable reserves of 191 million tonnes and planned production capacity of 8 million tonnes per annum. The Tokisud North coal block has extractable reserves of about 52 million tonnes of thermal coal and planned production capacity of 2.32 million tonnes per annum. Both the blocks are located at aerial distance of about 10-15 kms. Rohne coal block has coking coal which may require washing of coal for feeding into steel plant and hence NMDC is exploring the possibility for setting up of coal washeries.

    NMDC is going to execute allotment agreement of Tokisud North coal block on 24.12.2019. The Rohne coal block allotment agreement would be executed as per the directives from Ministry of Coal with respective execution date.

    Hoa Phat Dung Quat Orders Heavy-Duty Scrap Shear from Danieli

    As part of its expansion project, Hoa Phat Dung Quat Steel Joint Stock Co. recently awarded to Danieli an order for the supply of a 1400-t shearing force scrap shear, to be installed at Quang Ngai Iron and Steel complex in Vietnam. There, the new shear will improve scrap quality and density for BOF charging. With a total installed power of 730 kW (8 units at 90 kW each), the selected shear allows a wide cutting and productivity rate in excess of 6 cuts per minute and 70 t/hour, depending on the input material density, cutting length and process mode. Featuring a heavy-duty design to cope with 20 hrs/day steel mill production, the shear also will be equipped with the Danieli “HEAD - Henschel Electronic Advanced Design” remote monitoring and trouble-shooting system”.

    Being manufactured at the specialized Danieli workshop in Rayong, Thailand, the new shear will be commissioned in April 2020.

    Danieli Completes Realignment of 3 Tata Steel Slab Casters at Jamshedpur

    Danieli Service was selected by Tata Steel for complete laser checking and caster alignment restoration of their three continuous slab caster machines CCM#1 not Danieli design, CCM#2 and CCM#3 manufactured by Danieli Davy Distington at Jamshedpur in India. All these activities were performed during the casters' scheduled shut-downs. The target was to improve the final product quality by reducing the number and dimension of cracks, as well as to minimize breakouts, maintenance activities and costs.

    Tata’s slab casters were measured and re-aligned to restore the design tolerance.

    Triple-S Steel Holdings Acquires Bushwick Metals

    Houston-based steel distributor Triple-S Steel Holdings Inc, through its Intsel Steel East subsidiary, has acquired the assets of Bushwick Metals, a wholesale distributor of structural steel products. The acquisition brings to Triple-S about 110 employees in three locations in Connecticut, New Jersey, and Delaware. As part of Intsel East, the company will be led by Rick Perlen, great-grandson of the company founder. Bushwick Metals was founded in 1919. The company was acquired by Marmon Keystone in 1998.

    Triple-S CEO Gary Stein said “We are excited about this opportunity to grow our business in the Northeast, as well as to bring such a storied company as Bushwick back under family ownership. Bushwick is a natural fit with our Intsel business, and we look forward to bringing their customers and team members into our family.”

    AM InvestCo Signs Non-Binding Agreement with Ilva Commissioners

    ArcelorMittal announced that AM InvestCo has signed a non-binding agreement with the government appointed Ilva commissioners that forms a basis to continue negotiations on a new industrial plan for Ilva, including discussions on a substantial equity investment by a government-controlled entity. The new industrial plan would contemplate investments in green technology, including through a new company funded by public and private investors. Negotiations will continue into January.

    In the meantime, at the hearing on 20 December the Ilva commissioners and AM InvestCo have requested a further postponement, until the end of January, of the Ilva commissioners’ application for interim measures.

    AP CM to Lay Foundation Stone for AP High Grade Steels Limited’s Steel Plant

    Andhra Pradesh Chief Minister Mr YS Jaganmohan Reddy will lay the foundation stone for AP High Grade Steels Limited’s steel plant near Sunnapuralla village in Jammalamadugu mandal of Kadapa district on Monday. He will bbe the third Chief Minister to do so. The steel plant is proposed to come up in 3295 acres at Sunnapurallapalle and Pedda Nandaluru villages in Jammalamadugu mandal.

    CM’s father Mr YS Rajasekhara Reddy had laid the foundation stone for Kadapa steel plant at Ambavaram village in Vallur mandal on June 11, 2007. Brahmani Industries was to ground the project in 10,000 acre but the project entered troubled waters after Mr Reddy died and subsequent change in political equations in the state.

    On December 27, 2018, N Chandrababu Naidu laid the foundation stone for the steel plant at a different location at Kambaladinne village with an outlay of Rs.18000 crore. After the Centre backed off from extending support to the project which it termed unviable, the TDP government floated the Rayalaseema Steel Corporation, a special purpose vehicle to ground the project through a public-private partnership venture.

    Sandvik Acquires Summerill Tube Corporation

    Sandvik has signed an agreement to acquire privately owned Summerill Tube Corporation, based in Pennsylvania in USA. Summerill Tube Corporation is a manufacturer of high precision tubes and since 1892 it has delivered seamless and welded tubing in stainless steels and nickel alloys to various high demanding industries including aerospace, transportation and petrochemical. Summerill Tube Corporation will be part of the business unit Specialized within the Tube division.

    In 2018, Summerill Tube Corporation generated revenues of about 100 million SEK, with 45 employees.

    The parties have agreed not to disclose the purchase price. The deal has a limited impact on earnings per share from the start. The transaction is expected to close in early January 2020 and is subject to regulatory approval.

    Chinese Steel Production to fall in 2020 and Profitability to Recover

    Fitch Ratings expects China's total steel production to fall in 2020 after reaching record highs in 2019 (9M19: 750 million tonnes, versus 700 million tonnes in 9M18). Fitch said “We expect a slowdown in residential property construction and an overall decrease in total steelmaking capacity, driven by more capacity exits from higher environmental and emission standards. Demand will be supported by higher infrastructure investment by government, as well as a single-digit recovery in auto sales, despite the slowdown in housing construction. We expect profitability to recover due to normalising raw material costs and stabilising average selling prices. However, free cash flow generation is likely to diverge as China precedes with the implementation of ultra-low emission standards, which will require significant environmental-related capex in order to avoid disruptions to production. We expect larger producers to continue to post strong FCF as they are largely compliant with these standards, whereas smaller producers will need to play catch-up.”

    Fitch expects China's annual apparent steel consumption to fall, from the expected decrease in total steel production, and exports to potentially pick up if domestic demand is weaker than expected. Fitch said “We see limited rating movements, as we have a stable outlook on most of our portfolio. The improved operating conditions should not result in any positive rating action, however, despite a likely rise in profitability and cash flow.”

    Supreme Court Stays ED Move to Attach Assets of BPSL

    Times of India reported that Supreme Court has stayed an Enforcement Directorate move to provisionally attach all assets of ailing Bhushan Power and Steel Ltd, which is under insolvency procedure, in connection with money laundering charges and issued a notice to the probe agency. A bench led by Chief Justice of India Mr SA Bobde stayed the ED attachment order while hearing a petition filed by the committee of creditors of Bhushan Steel |nse 2 84 %| on Wednesday. The court asked ED to explain whether its money laundering charges would trump the insolvency proceedings by February 2020.

    The CoC petition claimed that JSW had already filed a resolution plan for taking over the ailing company and that had been cleared by CoC and the National Company Law Tribunal. But that was stayed by appellate tribunal NCLAT on October 14 due to the ED order.
