British nuclear decision likely to help sway others

    Reuters Tuesday January 8 2008
    By Barbara Lewis

LONDON, Jan 8 (Reuters) - Britain is expected on Thursday to back a new generation of nuclear power plants, adding to the gathering momentum behind atomic energy as part of the solution to the world's energy problems.
Already, countries like France and Finland are building new nuclear plants and, in the United States, companies have begun filing applications for operating licences.
Even without a government go-ahead, there would be nothing in theory to stop new nuclear plants being constructed in Britain.
But investors need a show of government support and signs that planning obstacles will be overcome if they are to risk the huge sums of money needed.
"The government's role essentially is to facilitate," said Alastair Scrimgeour of Deloitte.
"The point about Britain is it's known as a well-regulated, liberalised market.... It will be relevant, certainly to Europe," he added.
In its prolonged deliberations over its energy future, the left-leaning Labour government initially described nuclear energy as "an unattractive option".
But since it made that statement in 2003, surging oil prices, which last week hit a record above $100 for U.S. crude, have made nuclear energy more competitive and the focus on the need to cut carbon emissions has sharpened.
Nuclear proponents say atomic power generation does not produce any of the emissions blamed for global warming -- although that is disputed by environmentalists who point to the carbon-intensive uranium extraction and refining process.

    GENERATION GAPS, CO2 TARGETS

"Both for CO2 targets and the growing electricity needs of a major OECD country, there are serious gaps unless nuclear power remains an important feature of the UK energy mix and it is this belated conclusion which will impact the debate in places like Australia, Italy, Germany and even the U.S.A."; said Gerald Doucet, Secretary General of the London-based World Energy Council.
Around 18 percent of Britain's electricity is generated by nuclear power, while in the world it provides around 16 percent.
The last of Britain's existing nuclear plants is scheduled to be closed by 2035 and analysts say renewable sources of energy would not be sufficient to replace them.
"It's very clear nuclear power is one of the realistic energy sources that can contribute very seriously to reducing CO2 emissions," said Luis Echavarri, director-general of the Paris-based Nuclear Energy Agency (NEA).
"The situation in the UK is consistent ... with the difficulties the energy sector is facing for the future," he said further.
Those eager to embrace nuclear power still have to contend with major obstacles, even when planning issues and public opposition have been overcome.
Finland's new nuclear plant, for instance, is already two years behind schedule and 50 percent over budget.
In its role as facilitator, the British government is passing plannning legislation as part of its energy and climate change policy that should make it easier to build nuclear power plants.
But it has said it will not provide any of the financing -- around 2.5 billion pounds ($4.94 billion) per plant -- that is required.
Oil's rally could help to motivate potential investors as, according to the NEA, oil prices only need to be between $40 and $45 a barrel for nuclear energy to be competitive.
The cost of uranium has also been rising, but it represents a mere 5 percent of the total cost of generating nuclear power, whereas gas -- which is expected to rise in price in response to costly oil -- accounts for around three quarters of the cost of gas-generated power.
Although nuclear generation is increasingly economic, questions remain over who should bear the cost of plant decommissioning and the disposal and storage for thousands of years of the nuclear waste.
British government wording has shifted from saying operators should bear all the costs to them having to bear their "full share".
For opponents, the thousands of years of toxic waste are one of the powerful reasons to say nuclear is not worth the risk.
Environmental group Greenpeace last February won a legal battle to force the government into a full public consultation on new nuclear power. It then withdrew from those consultations in September saying they were biased and has said it might challenge again.
"That is something we are looking at. Our lawyers will be examining the government's statement closely and we reserve the right to mount a new legal challenge," a spokesman said.

Rio Tinto Linked to Offer for Xemplar

    By Charlotte Mathews
    08 Jan 2008 at 08:55 AM GMT-05:00

JOHANNESBURG (Business Day) -- Diversified global mining group Rio Tinto [NYSE:RTP; LSE:RIO; ASX:RIO], the target of a merger proposal from rival BHP Billiton [NYSE:BHP; LSE:BLT; ASX:BHP], could be preparing an offer for Namibian uranium explorer Xemplar Energy Corp. [TSX-V:XE], London-based investment group Fairfax analyst Marc Elliott said yesterday.

Other potential bidders for Xemplar - which is listed on the Toronto venture capital, Frankfurt and Namibian stock exchanges - could include Areva or a Chinese company, he said.

Rio Tinto spokesman Nick Cobban said Rio Tinto had no comment to make. “We never comment on market rumour or speculation,” he said.

Xemplar’s main asset is its Warmbad property in Namibia, which is on the southern border with South Africa, where it believed it had “effectively discovered a new uranium province”, it said last month . It has identified 14 large deposits close to the surface in an area about 40 kilometres by 28 kilometres, and this month it will step up its exploration activities with the arrival of two more drill rigs.

Elliott said the company could be valued as highly as $6 billion after positive exploration results and the publication of a feasibility study and resource statement.

Xemplar’s market capitalisation is about C$737 million ($736 million). Its shares have soared more than sixfold from C$1 in August to C$6.75 yesterday.

Xemplar was the largest holder of uranium licences in Namibia, and the Warmbad property could host the world’s single biggest uranium deposit, Elliott said. Xemplar’s significant land holdings made it an attractive acquisition target and world-scale uranium deposits were needed by major mining companies before they could enter into supply contracts.

Rio Tinto owns the Rössing uranium mine in Namibia, which made a profit of N$304 million ($44 million) in 2006.

The life of the mine was recently extended to 2016, but plans are under way to extend this to 2021, according to the company’s website.

Rio Tinto’s other assets in southern Africa include copper mine Palabora Mining, a mineral sands operation, Richards Bay Minerals, and the Murowa diamond mine in Zimbabwe.

About 4% of its operating assets are in Africa.

    Opening TMSG

Xemplar Energy. First we will discuss the uranium market in general. Then the
market capitalization of Xemplar and at valuing uranium exploration businesses.
After that follow there single rough estimations over possible reserves of
respectively the additional projects of Xemplar and the flagship: Warmbad. Then
the method of drilling will be discussed. Risks and preconditions for success
also have a turn. Ultimately the balance of the estimations is made up.

    Nuclear energy
The uranium market overall - there are world-wide 435 nuclear power plants.
Furthermore there are 36 being built, 64 in planning phase and plan for another
159 plants are known. China has recently declared that it will be adding some
    240 installations between now and 2050 (30/08/07).

The installed nuclear installations consume some 180 million pounds of uranium
oxide per annum. Uranium mines produce annually some 110 million pounds, the
deficit is supplied by the converting of nuclear warheads into uranium. The end
of these supplies begins to come in sight. Also the development of " Cigar Lake "
is delayed on after the flooding of the mine. This mine, owned by Cameco, was
scheduled to produce some 18 million pounds per year from 2010 onwards.

    Uranium price
At the end of the 70s the uranium price peaked above $40. In this period there
was a lot of exploration going on. After the last oil crisis, the uranium price
fell back quickly again. The Three Mile Island-incident in 1979 and the
Chernobyl disaster in 1986 caused a growing resistance against nuclear energy.
At the end of 2000 the uranium price hit a low point of $7 per pound, in June
this year it peaked at $138 per pound. The present uranium price is to $84 per
pound. Nuclear energy is again in the limelight, as it is CO2 neutral.

    Xemplar
Xemplar is an uranium exploration business with four projects in Namibia . It has
119 million shares, fully diluted. At C$4.40 that gives a market capitalization
    of C$495 million.
Two questions: how much pounds of uranium oxide do they have in their mines, and
    what is this worth?

Genes McDowall, CEO of Xemplar, estimates that his company is worth $12 for each
pound, but let's assume $10 per pound, still somewhat above the rule of thumb
of one tenth of the $84 per pound. For the ease, a Canadian dollar is stolen
equal at an US dollar (present course: 1 CAD = 1,058 USD). Hence at C$4.40 thus
44 million pounds uranium oxide is priced in.

    Expenses and cash position
Xemplar has currently a net cash position of C$11 million. This is more than
sufficient to cover the cost of their drill program until September 2008, of
which the total expenses are estimated at C$ 6.5 million. The drill costs in
Namibia at about C$50 - C$60 per meter are relatively low. Of the investments,
C$ 3.5 million goes to the drilling program in Warmbad. The Engo Valley gets $1
million, Cape Cross $ 0.5 million and Aus/Garub $ 0.3 million. There will be an
additional $1.2 million in general expenses. With $ 1 million from exercised
in-the-money options and warrants, the cash position in September 2008 should be
$5 million. (as long as there is no increase in the drilling intensity). So
there is also no need to raise capital!

    Engo, Cape Cross and Aus
Before notwithstanding that Warmbad firstly a look at the other three projects
    of Xemplar:

Engo is best explored and contains possibly between 4.5 and 13 million pounds.
Cape Cross could become larger than Langer Heinrich of Paladin Resources,
according to McDowall. Langer Heinrich has run a proven reserve of 20 million
pounds uranium oxide, possible up to 50 million pounds. Aus is the least
explored and is impossible to make a decent estimate. When you look at the total
of Engo, Cape Cross and Aus then there is a minimum of 5 million pounds, or C$
0.40 per share. Might Cape Cross indeed so large be as Longer Heinrich, then
will this C$ 0.40 on can walk till single dollars per share. In this stage, it
is however impossibly here bill with to hold.

    Warmbad
Warmbad is the flagship of Xemplar. In Warmbad its until now closed 14 alaskites
localized in territory of 40 by 28 kilometers. Alaskites are hills of sometimes
at least 100 meter high, consisting of granite with uranium oxide. McDowall
thinks on basis of volumetric estimates of all found alaskites that there is
possibly 8.5 billion pound uranium oxide in Warmbad. So is it realistic to
assume that there are 40 Rossings in Warmbad? Rossing is a Namibian uranium
mine, good for 8% of the world production. The mine contains 200 million pounds
uranium oxide against 0.025% and has a depth of 350 meters. McDowall thinks that this indeed is too much of a good thing, and calculates with a discount of 90%.
So that will leave 850 million pounds uranium oxide, or four Rossings. This is
good for about $ 70 per share, figuring with $ 10 per pound uranium oxide. If
there calculated becomes with $ 15 per pound, will the price rises to C$ 100 per
    share.

    Guesstimate
In May there was talk of six alaskites. Now, following a helicopter
investigation this has risen to fourteen alaskites. The six alaskites are good
for 14 square kilometer, against 2.5 square kilometer for Rossing. One new found
alaskite is known to have a surface of 4 square kilometer (press release 16
July). Extrapolating this , one can expect the surface all fourteen alaskites to
be 15x that of Rossing, or 35 square kilometer. The grades at the surface are
higher than by Rossing. In general one can assume that with alaskites the
uranium grade at depth to be higher than at the surface...

Counting with a surface of 35 square kilometer and a depth of 100 meters,
against the Rossing-grade of 0,025%, gets you to 800 million pounds uranium
oxide. Note, this is a guesstimate. The company will take a group of 20 analysts
to Namibia shortly, so then we should know more...

    Drill stations
To demonstrate what is in the ground there is only one way - drill. Xemplar will
begin to drill with an one diamond drill. Next to this drill station, in the
coming weeks, two Reverse Circulation (RC) drill stations will be delivered.
These work differently. The drill head grinds the granite to grit and the rubble
    will continuously be pushed upwards.

    The drill program
It is good to know that 0,0x% corresponds to X00 ppm (pa
