   PALM HARBOR - Het Chrysler Championship in Palm Harbor (Florida) van het Amerikaanse profcircuit is tijdens de tweede ronde meer dan een uur onderbroken geweest. Spelers en publiek moesten ruim baan maken omdat de politie in golfkarren twee inbrekers achtervolgde. De wildwest leidde tot chaotische taferelen. De Amerikaanse golfer Brian Gay, die aan de leiding stond, sloeg prompt zijn bal in het water toen de sheriffs langsraasden. De wedstrijdleiding besloot schielijk de wedstrijd tijdelijk af te blazen, zoals gebeurt bij dreigend onweer, tot de boeven in de boeien waren geslagen.
   Na de hervatting nam de Koreaan K.J. Choi de leiding in het klassement over van Gay, die afzakte naar de vierde positie. De Zuid-Afrikaan Ernie Els en Jonathan Byrd klommen naar de gedeelde tweedep plaats.

   SEATTLE - De Amerikaan Charles Simonyi wordt de volgende ruimtetoerist. De 58-jarige miljardair, die zijn vermogen verdiende bij de firma Microsoft, zal in maart volgend jaar meevliegen met een Russische capsule naar het internationaal ruimtestation ISS, zo maakte hij zelf donderdag bekend. De ontwikkelaar van computerprogramma's als Word en Excel is de vijfde privé-persoon die twintig miljoen dollar neertelt om een paar dagen als astronaut de ruimte in te mogen gaan. De van oorsprong Iraanse onderneemster Anousheh Ansari ging hem afgelopen september nog voor.

   Met onder andere deze eisen zoekt condoomfabrikant Durex in de Benelux 10.000 man personeel voor het testen van de Durex Pleasuremax-condooms.De condoomfabrikant wil zo te weten komen hoe het product in de praktijk werkt.
   
   Geïnteresseerden kunnen een sollicitatieformulier invullen op de site Durexzoekttestpersonen.nl. Als de sollicitanten akkoord gaan met de arbeidsvoorwaarden kunnen ze het contract tekenen.
   
   Visitekaartjes krijgen ze om vrienden op de hoogte te brengen van hun nieuwe carrière. Met slogans als ‘ooit gedroomd van een opwindende baan in een stimulerende omgeving’ stapt Durex de arbeidsmarkt op.

   RTRS-Adam Smith op Brits bankbiljet
   LONDEN (ANP) - Adam Smith, die wordt gezien als de
   grondlegger van de economie als wetenschap, krijgt een
   prominente plek in het Britse betalingsverkeer. Volgend jaar
   verschijnt zijn beeltenis op bankbiljetten van 20 pond. De
   president van de Britse centrale bank Mervyn King maakte dit
   maandag bekend.
   
   King deed de aankondiging in de Schotse plaats Kirkcaldy,
   waar Adam Smith in 1723 werd geboren. Smith is vooral bekend van
   zijn boek Wealth of Nations uit 1776. Hij schreef dat het
   gemeenschappelijk belang het best was gediend door mensen juist
   vrij te laten in hun handelen. Door een zogeheten 'onzichtbare
   hand' in het economische systeem kwam er volgens hem een zo
   groot mogelijke welvaart tot stand. Dit wordt het klassieke
   liberalisme genoemd.

   RTRS-Lidl haalt gevaarlijke kroketten terug
   DEURNE (ANP) - Supermarktketen Lidl haalt kroketten van het
   merk Biz Biz terug. Consumptie van de kroketten is gevaarlijk,
   omdat ze na verhitting kunnen openbarsten. Daarbij kan de
   vulling met kracht uit de kroket spuiten.
   
   Producent Lévèrdo heeft consumenten daarom maandag
   opgeroepen de rundvleeskroketten terug te brengen naar een
   Lidl-filiaal. Zij krijgen hun geld terug.
   
   De krokettenfabrikant wilde verder geen commentaar geven.

   Deze gegevens werden dinsdagmorgen door Microsoft vrijgegeven.
   Nogmaals,stuur het aan iedereen in jouw adresboek door zodat dit kan gestopt worden!!!
   AOL zegt dat het een heel gevaarlijk virus is waartegen momenteel geen remedie is.
   Aangekondigd door CNN: Het ergste virus ooit gekend.
   ?Een nieuw virus werd pas ontdekt en volgens Microsoft normen is dit virus het meest ?vernielend ooit!!!!!!!!!
   Dit virus werd gisteren namiddag ontdekt door McAfee en er werd nog geen bescherming ontwikkeld.
   Het virus vernietigt gewoon Sector Zero van de harde schijf, waar ?alle vitale informatie van de computer gestockeerd is.
   
   Het virus werkt ?als volgt:
   Het verzendt zich automatisch naar alle adressen van uw address book onder de naam "A Virtual Card for You".
   Zodra de zogezegde virtuele kaart geopend wordt, blokkeert de computer en moet de gebruiker heropstarten.
   Op het ogenblik dat de toetsen "ctrl+alt+del" of de reset toets gebruikt worden, vernietigt het virus Sector Zero, wat een definitieve vernietiging van de harde schijf betekent.
   Volgens CNN heeft het virus gisteren in een paar uur tijd paniek gezaaid in New York.
   Open dus geen e-mail met als onderwerp "A ?virtual Card for You". Zodra u zo 'n mail ontvangt, moet u deze ?onmiddellijk deleten.
   
   Bovendien heeft Intel het bestaan van een andere zeer vernielende virus aangekondigd.
   Indien u een e-mail ontvangt met ?als onderwerp "An Internet Flower for You", moet u deze onmiddellijk deleten, zonder te open.
   
   Het virus vernielt alle "dynamic link libraries" files (.DLL).
   Uw pc zal onmogelijk kunnen heropstarten!
   Stuur dit bericht naar al uw kennissen. Beter 25 maal ontvangen dan helemaal niet.

    UWV: aantal WW-uitkeringen daalt naar 253.000 in 2006

    AMSTERDAM (FD.nl/Betten) - Het aantal WW-uitkeringen daalt dit jaar naar verwachting naar een niveau van 253.000, tegen 307.000 eind vorig jaar. In 2007 zal het aantal personen dat een WW-uitkering ontvangt naar verwachting verder dalen tot 196.000. Dat blijkt uit de ramingen in de Oktobernota, die UWV naar minister De Geus van Sociale Zaken en Werkgelegenheid heeft gestuurd.
    
    Eerder ging de uitkeringsinstantie nog uit van een totaal aantal WW-uitkeringen in 2006 van 267.000. Eind augustus was het aantal WW-uitkeringen echter al teruggelopen tot ruim 268.000. Daarnaast wordt in 2006 een hogere economische groei verwacht, zodat de raming van het aantal WW-uitkeringen flink naar beneden is bijgesteld.
    
    Het aantal arbeidsongeschiktheidsuitkeringen blijft ook dalen. Het UWV verwacht eind 2006 857.000 uitkeringen te verstrekken, tegenover 904.000 eind 2005. De daling is het gevolg van de Wet Verbetering Poortwachter, de invoering van de WIA en de herbeoordeling van een groot aantal arbeidsongeschikten volgens aangescherpte criteria.
    
    De daling zet zich volgens het UWV ook in 2007 voort; eind volgend jaar verstrekt UWV naar verwachting 820.000 WAO-WIA, Wajong- en WAZ-uitkeringen.
    
    Het totale vermogen van de UWV-fondsen neemt dit jaar af met ruim euro 300 mln van euro 10,4 mrd tot euro 10,1 mrd. In 2007 neemt het vermogen met euro 60 mln af. Het totale vermogen van de fondsen bedraagt dan nog altijd ruim euro 10 mrd.

    RTRS-Ruim 700 accountants vragen om vergunning
    AMSTERDAM (ANP) - Meer dan zevenhonderd
    accountantsorganisaties hebben bij de Autoriteit Financiële
    Markten (AFM) een vergunning aangevraagd voor het uitoefenen van
    hun vak. Ze hebben zo'n vergunning nodig wegens de nieuwe Wet
    toezicht accountantsorganisaties (Wta). Dat liet de AFM woensdag
    weten.
    
    Het is nog niet zeker of alle boekhouders ook een vergunning
    krijgen. Om dat te bepalen, verricht AFM tot 1 oktober volgend
    jaar onderzoek bij de aanvragers.
    
    Onder de Wta wordt de controle op accountants verscherpt. De
    aanleiding daarvoor zijn de boekhoudschandalen uit het recente
    verleden. Behalve dat de AFM vergunningen verleent, controleert
    de toezichthouder de markt ook. Daarvoor zet de instantie
    ongeveer 25 medewerkers in.

    AUSTIN, Texas - David Walker sure talks like he's running for office.
    
    "This is about the future of our country, our kids and grandkids," the comptroller general of the United States warns a packed hall at Austin's historic Driskill Hotel. "We the people have to rise up to make sure things get changed."
    
    But Walker doesn't want, or need, your vote this November. He already has a job as head of the Government Accountability Office, an investigative arm of Congress that audits and evaluates the performance of the federal government.
    
    Basically, that makes Walker the nation's accountant-in-chief. And the accountant-in-chief's professional opinion is that the American public needs to tell Washington it's time to steer the nation off the path to financial ruin.
    
    From the hustings and the airwaves this campaign season, America's political class can be heard debating Capitol Hill sex scandals, the wisdom of the war in Iraq and which party is tougher on terror. Democrats and Republicans talk of cutting taxes to make life easier for the American people.
    
    What they don't talk about is a dirty little secret everyone in Washington knows, or at least should. The vast majority of economists and budget analysts agree: The ship of state is on a disastrous course, and will founder on the reefs of economic disaster if nothing is done to correct it.
    
    There's a good reason politicians don't like to talk about the nation's long-term fiscal prospects. The subject is short on political theatrics and long on complicated economics, scary graphs and very big numbers. It reveals serious problems and offers no easy solutions. Anybody who wanted to deal with it seriously would have to talk about raising taxes and cutting benefits, nasty nostrums that might doom any candidate who prescribed them.
    
    "There's no sexiness to it," laments Leita Hart-Fanta, an accountant who has just heard Walker's pitch. She suggests recruiting a trusted celebrity - maybe Oprah - to sell fiscal responsibility to the American people.
    
    Walker doesn't want to make balancing the federal government's books sexy - he just wants to make it politically palatable. He has committed to touring the nation through the 2008 elections, talking to anybody who will listen about the fiscal black hole Washington has dug itself, the "demographic tsunami" that will come when the baby boom generation begins retiring and the recklessness of borrowing money from foreign lenders to pay for the operation of the U.S. government.
    
    He's dubbed his campaign the fiscal wake-up tour.
    
    To show that the looming fiscal crisis is not a partisan issue, he brings along economists and budget analysts from across the political spectrum. In Austin, he's accompanied by Diane Lim Rogers, a liberal economist from the Brookings Institution, and Alison Acosta Fraser, director of the Roe Institute for Economic Policy Studies at the Heritage Foundation, a conservative think tank.
    
    Their basic message is this: If the United States government conducts business as usual over the next few decades, a national debt that is already $8.5 trillion could reach $46 trillion or more, adjusted for inflation.
    
    A hole that big could paralyze the U.S. economy; according to some projections, just the interest payments on a debt that big would be as much as all the taxes the government collects today.
    
    And every year that nothing is done about it, Walker says, the problem grows by $2 trillion to $3 trillion.
    
    People who remember Ross Perot's rants in the 1992 presidential election may think of the federal debt as a problem of the past. But it never really went away after Perot made it an issue, it only took a breather. The federal government actually produced a surplus for a few years during the 1990s, thanks to a booming economy and fiscal restraint imposed by laws that were passed early in the decade. And though the federal debt has grown in dollar terms since 2001, it hasn't grown dramatically relative to the size of the economy.
    
    But that's about to change, thanks to the country's three big entitlement programs - Social Security, Medicaid and especially Medicare. Medicaid and Medicare have grown progressively more expensive as the cost of health care has dramatically outpaced inflation over the past 30 years, a trend that is expected to continue for at least another decade or two.
    
    And with the first baby boomers becoming eligible for Social Security in 2008 and for Medicare in 2011, the expenses of those two programs are about to increase dramatically due to demographic pressures. People are also living longer, which makes any program that provides benefits to retirees more expensive.
    
    Medicare already costs four times as much as it did in 1970, measured as a percentage of the nation's gross domestic product. It currently comprises 13 percent of federal spending; by 2030, the Congressional Budget Office projects it will consume nearly a quarter of the budget.
    
    Economists Jagadeesh Gokhale of the American Enterprise Institute and Kent Smetters of the University of Pennsylvania estimate that by 2030 Medicare will be about $5 trillion in the hole, measured in 2004 dollars. By 2080, the fiscal imbalance will have risen to $25 trillion. And when you project the gap out to an infinite time horizon, it reaches $60 trillion.
    
    Medicare so dominates the nation's fiscal future that some economists believe health care reform, rather than budget measures, is the best way to attack the problem.
    
    "Obviously health care is a mess," says Dean Baker, a liberal economist at the Center for Economic and Policy Research, a Washington think tank. "No one's been willing to touch it, but that's what I see as front and center."
    
    Social Security is a much less serious problem. The program currently pays for itself with a 12.4 percent payroll tax, and even produces a surplus that the government raids every year to pay other bills. But Social Security will begin to run deficits during the next century, and ultimately would need an infusion of $8 trillion if the government planned to keep its promises to every beneficiary.
    
    Why is America so fiscally unprepared for the next century? Like many of its citizens, the United States has spent the last few years racking up debt instead of saving for the future. Foreign lenders - primarily the central banks of China, Japan and other big U.S. trading partners - have been eager to lend the government money at low interest rates, making the current $8.5-trillion deficit about as painful as a big balance on a zero-percent credit card.
    
    In her part of the fiscal wake-up tour presentation, Rogers tries to explain why that's a bad thing. For one thing, even when rates are low a bigger deficit means a greater portion of each tax dollar goes to interest payments rather than useful programs. And because foreigners now hold so much of the federal government's debt, those interest payments increasingly go overseas rather than to U.S. investors.
    
    More serious is the possibility that foreign lenders might lose their enthusiasm for lending money to the United States. Because treasury bills are sold at auction, that would mean paying higher interest rates in the future. And it wouldn't just be the government's problem. All interest rates would rise, making mortgages, car payments and student loans costlier, too.

    A modest rise in interest rates wouldn't necessarily be a bad thing, Rogers said. America's consumers have as much of a borrowing problem as their government does, so higher rates could moderate overconsumption and encourage consumer saving. But a big jump in interest rates could cause economic catastrophe. Some economists even predict the government would resort to printing money to pay off its debt, a risky strategy that could lead to runaway inflation.
    
    Macroeconomic meltdown is probably preventable, says Anjan Thakor, a professor of finance at Washington University in St. Louis. But to keep it at bay, he said, the government is essentially going to have to renegotiate some of the promises it has made to its citizens, probably by some combination of tax increases and benefit cuts.
    
    But there's no way to avoid what Rogers considers the worst result of racking up a big deficit - the outrage of making our children and grandchildren repay the debts of their elders.

    Monday view: Paulson re-activates secretive support team to prevent markets meltdown Judging by their body language, the US authorities believe the roaring bull market this autumn is just a suckers' rally before the inevitable storm hits.
    
    Hank Paulson, the market-wise Treasury Secretary who built a $700m fortune at Goldman Sachs, is re-activating the 'plunge protection team' (PPT), a shadowy body with powers to support stock index, currency, and credit futures in a crash.
    
    Otherwise known as the working group on financial markets, it was created by Ronald Reagan to prevent a repeat of the Wall Street meltdown in October 1987.
    
    advertisementMr Paulson says the group had been allowed to languish over the boom years. Henceforth, it will have a command centre at the US Treasury that will track global markets and serve as an operations base in the next crisis.
    
    The top brass will meet every six weeks, combining the heads of Treasury, Federal Reserve, Securities and Exchange Commission (SEC), and key exchanges.
    
    Mr Paulson has asked the team to examine "systemic risk posed by hedge funds and derivatives, and the government's ability to respond to a financial crisis".
    
    "We need to be vigilant and make sure we are thinking through all of the various risks and that we are being very careful here. Do we have enough liquidity in the system?" he said, fretting about the secrecy of the world's 8,000 unregulated hedge funds with $1.3trillion at their disposal.
    
    The PPT was once the stuff of dark legends, its existence long denied. But ex-White House strategist George Stephanopoulos admits openly that it was used to support the markets in the Russia/LTCM crisis under Bill Clinton, and almost certainly again after the 9/11 terrorist attacks.
    
    "They have an informal agreement among major banks to come in and start to buy stock if there appears to be a problem," he said.
    
    "In 1998, there was the Long Term Capital crisis, a global currency crisis. At the guidance of the Fed, all of the banks got together and propped up the currency markets. And they have plans in place to consider that if the stock markets start to fall," he said.
    
    The only question is whether it uses taxpayer money to bail out investors directly, or merely co-ordinates action by Wall Street banks as in 1929. The level of moral hazard is subtly different.
    
    Mr Paulson is not the only one preparing for trouble. Days earlier, the SEC said it aims to slash margin requirements for institutions and hedge funds on stocks, options, and futures to as low as 15pc, down from a range of 25pc to 50pc.
    
    The ostensible reason is to lure back hedge funds from London, but it is odd policy to license extra leverage just as the Dow hits an all-time high and the VIX 'fear' index nears an all-time low – signalling a worrying level of risk appetite. The normal practice across the world is to tighten margins to cool over-heated asset markets.
    
    The move is so odd that conspiracy buffs are already accusing SEC chief Chris Cox of juicing the markets to help stop the implosion of the Bush presidency.
    
    As it happens, I used to eat Mexican enchiladas with Mr Cox 20 years ago at a dining club in Washington, where California Reaganauts gathered to plot the defeat of Communism. Die-hard Republican he may be, but I can think of nobody less likely to betray the public trust in such a way.
    
    So one is tempted to ask if Mr Paulson and Mr Cox know something that we do not: whether other hedge funds are in the same sinking boat as Amaranth Advisers and Vega Asset Management, keel-hauled by bets on natural gas and bonds.
    
    Or whether currency traders with record short positions on the Japanese yen and the Swiss franc are about to learn the perils of the Carry Trade, a high-stakes game of chicken where you bet against fundamentals with high leverage to make a quick profit. Everybody knows it will blow up if the dollar goes into free fall.
    
    They had a fright last week when US growth for the third quarter came in at just 1.6pc, and new house prices plummeted 9.7pc year-on-year in the sharpest drop since the property crash of 1981.
    
    The dollar dived from 119.65 to 117.57 yen in a heartbeat. With $2.9trillion of derivatives now trading daily on the currency markets alone – according to the Bank for International Settlements – is this the start of the most vicious short squeeze ever seen?
    
    The futures markets have priced in a 77pc chance of a flawless soft-landing for America's obese economy, now living 7pc of GDP beyond its means off foreign creditors. They are counting on moderating oil prices, and – a contradiction? – another year of torrid world growth. Nice if you can get it.
    
    They have not begun to price in the risk of recession, typically entailing a drop in the S&P 500 stock index of 28pc from peak to trough. Evidently, the equity markets assume the Fed can and will rescue them by slashing rates in time, if necessary.
    
    They should examine a recent report by the New York Fed warning that whenever the yield on 10-year Treasuries has fallen below 3-month yields for a stretch lasting over three months, it has led to each of the six recessions since 1968.
    
    The full crunch hits 12 months later as the delayed effects of monetary tightening feed through, even if the Fed starts easing frantically in the meantime. By then it is too late. "There have been no false signals," it said.
    
    As of last week, the yield curve was inverted by 29 basis points, was continuing to invert further, and had been negative for over three and a half months. If the Fed is right this time, the recession of 2007 is already baked into the pie. Those speculative positions may have to be unwound very fast.

    NEUFCHATEAU - Diefstal van koper neemt steeds grotere vormen aan. Deze week hebben dieven de koperen stroomkabels meegenomen uit een leisteengroeve bij het Belgische Neufchâteau.
    Zonder de stroom vielen ondergrondse waterpompen uit. De mijn liep daardoor gedeeltelijk onder water. De schade beloopt ruim een half miljoen euro. Tijdens de diefstal waren er geen mijnwerkers onder de grond, aldus de politie.
    Koper steeg recent erg in prijs door de grote vraag uit China. Dieven slaan regelmatig toe bij spoorlijnen, waardoor het treinverkeer tijdelijk uitvalt.
