After reporting this issue to the phone support, they sent me to the local Service Center for a "test drive".
Once at the Service Center, the local staff agreed it didn't make any sense to do a test drive, since the speed limit issue wouldn't be harder - it would be a problem with the data.
After checking with Tesla HQ, I was told Tesla evidently changed providers recently, shifting to TomTom for the speed limit data being used by AP. The cars pull this data over the Internet - not from the offline navigation database - or from Google.
I've reinstalled the latest firmware on the car - and will do some testing to see if there are any changes.
I was also provided with a TomTom website to report speed limit problems. At least near our house, there are multiple problems. Highway feeder streets are marked as 35, when they are posted as 50. A street near our house is marked as 55, when it should be 40. And there are multiple roads that are missing any speed limit data. All of this was working last week, before the latest firmware update.
Anyone seeing incorrect speed limits (especially after updating to 17.24.28) should contact Tesla to report the problem.
If Tesla really has shifted to TomTom as their new data source for speed limits - if you encounter any problems, you should report it first to Tesla - and then to TomTom (if that is who Tesla is using now)."
