    Europe’s telecommunications regulator will encourage alliances between mobile operators in carrying customer data, similar to co-operation in the airline industry, as part of far-reaching proposals to create a single market across Europe.

    Neelie Kroes, vice-president of the European Commission, will today present her proposals to more than 300 stakeholders as part of accelerated efforts to enshrine single market concepts in law ahead of European elections next year.

    In an interview with the Financial Times, Ms Kroes sought to reassure executives in the sector that the plans would form the foundation for struggling telecoms companies to grow again.

    But in spite of calls by sector executives, she ruled out proposals to change competition law in the fragmented industry.

    The initial proposals have been criticised by telecoms executives for pursuing a consumer agenda by reducing roaming and internet charges at a time when companies say they need help to grow again in order to support investment in next-generation networks.

    She described the reforms as “balanced” between consumer and industry concerns – for example, with plans to help the sector with a single policy on spectrum release.

    Mobile carriers would still make money from carrying calls and data across the region, she added, as well as providing access for internet groups.

    She said the technical obstacles to roaming regulations could be a potential opportunity for the market.

    "It is not possible to just flick a switch and end roaming charges. It is complicated to avoid regulatory arbitrage. One example is that we will have to encourage systems that function like airline alliances, so that your data package, for example, functions on other networks that are in alliance with your home provider."

    She is also proposing an “EU passport” for telecoms groups that would mean that an operator authorised in one country would be recognised in all others.

    “Of course I want [operators] to make money. But it should be from real value-adds. It is much better to charge for the convenience of fast mobile broadband instead of arbitrary charges like roaming premiums. They don't make sense in a single market,” she said.

    She stressed that the telecoms industry faces a difficult future without reforms.

    "I am badly scarred by my experience of managing the bank bailouts in 2008,” she said.

    Al die overnamespeculaties... Laten we gewoon elke dag hopen op een groene koers en dan komen we er vanzelf wel. Haastige spoed is zelden goed! (al zou een bod van +- 3 euro mij wel een extra halfjaarsalaris doen toekomen :D)

    AT&T habe freundliche Übernahmeabsichten für Telefonica bekundet, heißt es weiter in der Zeitung. Dabei habe ein Preis von 70 Milliarden Euro zuzüglich der Übernahme der Telefonica-Schulden von 52 Milliarden Euro im Raum gestanden.

    Die spanische Regierung sehe Telefonica aber als strategisch wichtiges Unternehmen für die inländische Wirtschaft an und habe eine Übernahme in der vergangenen Woche untersagt. Die Amerikaner hätten angesichts der Blockade Spaniens ihre Pläne aufgegeben.
