In Brazil, a plan approved in November cuts the fees firms can charge one another for calls made to their customers. In Colombia, where América Móvil has 63% of the mobile market, Congress has tabled a bill to limit operators' market share to 30%. In Argentina, the government is planning a state-owned network, using 25% of the mobile spectrum.
Meanwhile, in Mexico where América Móvil controls 69% of the mobile market, more than 75% of the fixed-line market and 63% of the broadband market, according to HSBC, HSBA.LN +0.77% the newly elected president may try to crack down. In his December inaugural speech, President Enrique Peña Nieto named increasing competition in telecom as one of his 13 initial agenda items. Among possible measures are rules favoring smaller companies in areas like interconnection fees and the bundling of services.
