   Als maar Bam deze 16 wint ( en paar meer ) - mogen hun zeggen dat ze 99% van de claims heb gewonen !

   Maar vreemd dat ze zegt ruled in there favor want aantal is bij rechtbank ( Bam in gelijk gesteld bij eerst ) en ze hebben experts ingehuurd om alle claims te vechten

    Just 27 Rooms Finished Out Of Target Of 3,000 At New Hospital

    Less than 1% of rooms have been completed, out of the target so far.
    Just 27 rooms at the National Children's Hospital are done.
    
    The target was 3,000.
    
    The board of the hospital is answering questions at the Oireachtas Health Committee today.
    
    It's told politicians the contractor for the build, BAM, has failed to provide a progress report since February.
    
    The National Paediatric Hospital Development Board has added BAM achieved 67% of its planned output levels in the last 12 months.
    
    CEO of the board, David Gunning, says there has been additional cost claims made by BAM.
    
    He said over 2,100 claims, and the "substantiated value as claimed by BAM is €756 million."

    The delayed construction of the new National Children’s Hospital is running “out of control” with no-one being held accountable, Sinn Féin TD Pearse Doherty has claimed.
    
    The plan to build the paediatric hospital in Dublin has been mired in controversy in recent years over where it would be sited, how much it will cost and the repeated delays to when it will be in operation.
    
    Last week it emerged the planned handover date from the contractor BAM is to be pushed back from March next year to May, while the cost of the hospital is spiralling.
    
    Mr Doherty said the cost of the hospital went from €650 million to €2 billion to become one of the most expensive in the world.

    He said there are 100,000 children on waiting lists, and accused Health Minister Stephen Donnelly during Leaders’ Questions of “being asleep at the wheel”.
    
    “It is clear that there is nobody in charge of this project and that this project has become a runaway train,” he said.
    
    “The Minister for Health is clearly asleep at the wheel in relation to this issue.
    
    “This hospital when you (Taoiseach Leo Varadkar) were Minister for Health was supposed to cost us €650 million, it has now got a price tag of two billion euro. Costs have more than tripled.
    
    “We were supposed to have a national children’s hospital years ago. Then it became August 2020, then it’s May 2024 and now the board says we can’t even guarantee that timeframe.
    
    “Once again, the public are looking on, and they’re seeing a complete mess and a government that is holding nobody to account in relation to the mismanagement of hundreds of millions of euro in relation to taxpayers’ money.”
    
    Responding, Taoiseach Leo Varadkar said the hospital has been delayed and costs rising due a number of factors, including the coronavirus pandemic, the war in Ukraine and inflation.
    
    He said the initial cost of the hospital in 2015 was “substantially under-estimated”.
    
    However, he took issue with the two billion figure as “misleading”, saying that also takes into account two urgent care centres which are open and operating, the decommissioning of Crumlin and Temple Street and a failed attempt to build at the site of the Mater Hospital 20 years ago.

    He said the budget for the children’s hospital is €1.4 billion euro, and it is 85 per cent complete.
    
    Of that, 1.3 billion euro has been drawn down so far, but the budget will have to be increased.
    
    “Infrastructure projects like these are huge, they’re complex and … we see this in projects of this scale internationally,” he said.
    
    “But I want to reassure the House that everything possible is being done to ensure this project is completed as soon as possible.”
    
    Mr Varadkar also said government is “standing up to the contractor” over some claims for additional money, adding “almost all of which we’re fighting on have been ruled in our favour”.
    
    He said they expect the hospital to be completed next year, and open to patients towards the end of next year or early 2025 at the latest.
    
    The Taoiseach said it will be an “incredible state-of-the-art hospital, one of the best in the world”, adding “nobody will be sorry that it was built when people see it”.

    The National Children’s Hospital Board has issued a scathing criticism of developers BAM over what it says is their “unacceptable” failure to meet deadlines in constructing the controversial project.
    In a statement sent to the Oireachtas Health Committee, National Paediatric Hospital Development Board (NPHDB) chief officer David Gunning said he could not say when the project will be completed.
    
    Mr Gunning, who is appearing before the committee today (Tues), claimed BAM is not meeting its contractual obligations and the board has withheld payments due to the lack of progress.
    
    Central to the board’s concerns is the lack of progress reports and compliance programmes from BAM which were due to be presented in recent months.
    
    “While I understand how frustrating this is for the members, it is very difficult to provide a firm answer on the completion date in the absence of a compliant contract programme,” he said.
    
    Mr Gunning also claimed that BAM is “not providing sufficient resources to deliver the hospital”.
    
    He said BAM achieved 67pc of its planned output in the last 12 months – this output level fell as low as 34pc at certain times during this period.
    
    “What this looks like from an actual output perspective is illustrated by examining BAMs progress with room completions. Based on BAM’s commitments, 3,000 rooms should have been completed by now. To date, 27 rooms have been deemed complete,” he said.
    
    Meanwhile, the Government is today (tues) expected to take another step forward in building a new National Maternity Hospital, which means moving from the existing NMH building at Holles Street in Dublin.
    
    Health Minister Stephen Donnelly is seeking Cabinet approval to proceed to tender for the new hospital at Elm Park on the grounds of St. Vincent’s Hospital in Dublin.
    
    There are fears that the soaring €2 billion costs of the National Children’s Hospital could make this project expensive even at tender — although the land is committed and there are not the urban constraints of the James Street site.
    
    Confirmation of a tender issue is likely however to reignite the row over the State not owning the land on which the hospital is to be built. It is being leased for 999 years from a trust involving Catholic religious.
    
    It is proposed to co-locate the new maternity hospital with the adult tertiary teaching hospital at St Vincent’s as part of a modern campus approach to healthcare.
    
    The prices of the tenders received will be closely analysed and watched by the public when the preferred bidder is announced — which could turn into an election issue in tandem with the new National Children’s Hospital, which is due to receive its first patients at some time next year.

    When it comes to infrastructure, many countries often struggle to successfully implement projects on time and on budget; indeed, international research on the issue shows that nine out of ten projects with a value of over $1bn go over budget or over deadline around the world.
    
    Ireland is no different. Earlier this spring it emerged the Government had been warned of another delay to its flagship infrastructure project: the construction of a new National Children hospital.
    
    In 2016 Leo Varadkar TD, the current Taoiseach and then Minister for Health, announced the construction of a new state-of-the-art children’s hospital that would centralise and enhance healthcare services for children.
    
    At the time, the project cost was estimated to be approximately €650m. When complete, it will boast a total of 6,150 rooms in total (comparable to Great Ormond Street Children’s Hospital) including nearly 400 individual inpatient rooms, each with an en suite and a bed for a parent to sleep on.
    
    More importantly, when it came to timelines, Varadkar said the children’s hospital would be completed by 2020, “short of an asteroid hitting the planet”.
    
    Fast forward to 2023 and it is still under construction. The latest estimates from the National Paediatric Hospital Development Board (NPHDB) – the body charged with delivering the project – suggests that construction will be substantially complete by May 2024. Follow-on works are then required to get it ready for use.
    
    All of which means that it is looking increasingly unlikely it will be open before March 2025 – the deadline for the next election.
    
    Costs of the project have also sky-rocketed; from an initial estimate of €650m it is now expected to cost upwards of €1.5bn to €2bn (depending on estimates). This would give it the dubious honour of being one of the most expensive hospitals in the world.
    
    But at least there has been actual physical progress. Unlike, say, the long running saga of the MetroLink project.
    
    As far back as 2000, ministers announced a metro project to connect the north of Dublin to the centre. It was also proposed to provide a link to Dublin Airport, which currently has no train or tram connection.
    
    Twenty three years later, construction on any form of a line has not started. Even worse, according to a report to the Oireachtas in March this year, about €300 million has now been spent on the project without any works actually commencing.
    
    Under current plans, construction is forecast to begin in early 2025, with services set to start in the early 2030s, although hard pressed Dublin commuters probably won’t be holding their breath in expectation.
    
    The obvious question is: does this represent good value for money?
    
    As noted above, research shows almost all state-sponsored infrastructure projects either run over time or over budget (often both). This is often due to multitude of factors including initial under-estimation of cost, failure to account for contingencies, scope creep, and local opposition.
    
    But if the costs are underestimated, it can often be the case that the full scale of the gains of a project are not fully considered either. There are often significant benefits, accrued over time, which may not have been envisioned in the initial project.
    
    For example, in the late Nineties and early Noughties Ireland undertook an extensive motorway expansion programme. The programme, initially forecast to cost €5.6bn, ended up coming in at €16bn.
    
    But the construction of these motorways created new links across the country, significantly cutting journey times. They helped open up the West of the country for economic development and allowed for greater connectivity.
    
    The same could well be true of the hospital; merging three children’s hospitals into one will mean all the paediatric specialists working under one roof. This means children who are very sick, in particular those who have complicated health issues, can be treated without having to go to different hospitals.
    
    But the public are tired of seeing projects started with no end in sight. The challenge for the Government is ensuring they can see past the costs and overruns to the eventual benefits – when they finally arrive.

    Er is in deze business altijd wel wat en zeker bij BAM. Ik ga die lappen tekst allemaal niet lezen maar het zal weer een heel lange adem nodig hebben voor de er iets uit komt. Vooralsnog lijkt mij dat de koers van BAM ver naar beneden is gedonderd en er alle ruimte is voor een normale rebound in afwachting van de resultaten over het eerste half jaar. De CEO heeft mijn vertrouwen op basis van hetgeen hij totnutoe waar maakt maar garanties tot aan de voordeur

    Klinkt geruststellend want ze declareren tussen de 10 en 15 miljoen per maand. Rustig aan maar.

    Revised plans and a new timetable have now been approved for the scheme as costs hit £350m+ from an original £260m.
    
    Construction work is due to begin this Autumn by BAM on the Sage International Conference Centre and last month Russell WBHO was appointed contractor for the hotel where work is set to start before the end of the year.

    2376 dagen vertraging. 5 werkdagen in een week betekent 260 werkdagen per jaar. Dus ca 9 jaar vertraging ??????
