    De overheid zou dan ook onder die wetten moeten vallen en bedrijven. Bedrijven hebben er trouwens een belang bij dat ze zo weinig als mogelijk energie gebruiken. Bv Imtech leeft daar van.

    Een overheid is een abstract iets, de bestuurders komen en gaan, het individu kan onder omstandigheden zo klein worden als een zandkorrel, als ze weer eens besluiten tot georganiseerd geweld. Je bent gevangene wat dat betreft.

    Doe nu maar de niet ok knop, je kunt wel steeds op dit soort beledigende op de man ingaande postings reageren, maar het blijft steeds gekker worden.

    In iedergeval toont Ali-jas wel iedere keer zijn fatsoen, lijkt mij een welkome burger in deze maatschappij, net zoals ECO.

    'Reactor 3 afgekoeld, straling blijft hoog'

    TOKIO - Waterkanonnen van het Japanse leger zijn er donderdag in geslaagd reactor 3 van de geplaagde kerncentrale Fukushima I af te koelen. De straling rond het complex blijft echter onverminderd hoog. Dat heeft de eigenaar van de kerncentrale, het bedrijf Tepco, laten weten aan het Japanse persbureau Kyodo.

    De autoriteiten richten zich op reactor 3, omdat daar het zeer gevaarlijke plutonium is opgeslagen. Eerder donderdag stortten helikopters een mengsel van zeewater en boorzuur op de kernreactor. Ook toen daalde het stralingspeil niet of nauwelijks, aldus Tepco.

    Reactor 3 kampt sinds de aardbeving en tsunami van afgelopen vrijdag met ernstige koelingsproblemen. Brand en explosie hebben het beschermende omhulsel, dat radioactieve stoffen moet tegenhouden, mogelijk beschadigd. In de omgeving is veel straling gemeten en er wordt gevreesd dat splijtstofstaven gedeeltelijk zijn gesmolten.

    PERTH, March 16 (Reuters) - Japanese utilities scrambling for fuel to replace nuclear power severely damaged by a massive earthquake could turn to a stream of Australian liquefied natural gas (LNG) projects, including seam gas, for long-term supplies as they seek alternatives.

    About a fifth of Japanese nuclear power plant capacity, 9,702 megawatts, was shut after the earthquake, with Barclays Capital estimating that every lost gigawatt equates to 1.0 to 1.2 billion cubic feet per day of extra gas demand.

    The severity of the damage to Tokyo Power Company's Fukushima Daiichi nuclear complex could swing public opinion against nuclear power, which supplies 30 percent of Japan's electricity. That may lead Japanese utilities to build more thermal plants and look for long-term

    LNG deals to power them .

    "We suspect the Japanese will come back into the long-term LNG buyers' ring after two years of relative quiet," said Di Brookman, an analyst with CLSA in Sydney.

    Renewed interest in Australian LNG projects, which are generally only sanctioned once they have secured long-term customers, could make th em more viable, analysts said .

    Several projects on Australia's west coast that could benefit from increased interest from Japan include Inpex's

    Ichthys project, Woodside's Browse and Sunrise projects and Chevron's Wheatstone, as well as its expected expansion at Gorgon.

    Japan imported more than 70 million tonnes of LNG in 2010, with Australia one of its biggest suppliers, along with Malaysia, Indonesia, and Qatar.

    Spot LNG prices this week rose to $10-11 per million British thermal units (mmBtu), up from under $10 per mmBtu before the quake.

    Demand from Japan for short-term LNG cargoes is expected to jump to help cover immediate power demand, but impact has been modest as Japan has turned to long-term suppliers before the spot market.

    AUSTRALIA GAS PROJECT PIPELINE

    With A$200 billion in proposed LNG export projects in the pipeline, Australia has plenty of supply available for the medium - to long-term and will likely top the list of suppliers for the medium-term, analysts say .

    "Barring things like the U.S. moving to develop energy exports en masse or Qatar moving to tie up Japanese importers on a longer-term basis, Australia would be the logical counter-party for Japanese utilities,"

    Arnon Musiker, Director of Fitch's Energy & Utilities team , said.

    Russia, which has large gas reserves , could also be another potential long-term supplier.

    Analysts say in the medium -term
    extra supplies are also likely to be siphoned off from Europe, where
    British gas for delivery next winter surged to a record high on the prospect of less LNG being available to cover potential demand spikes during cold weather.

    Japanese utilities already source a significant portion of their LNG supplies from Australia, which is not only close to Japan, but presents far lower political risk than some other producers.

    Project timelines for LNG projects anchored by long-term deals are usually more stable, an analyst said.

    "If the delay is getting customers, (Japanese buyers) certainly may help the timeline," John Hirjee, an analyst with Deutsche Bank in Melbourne, said.


    Western Australian LNG projects, which will tap conventional gas sources rather than unconventional gas from coal beds or shale, are likely to be the primary recipients of Japanese buying interest.

    BOON FOR COAL SEAM GAS

    Japanese LNG buyers have typically shied away from less traditional projects like the coal seam gas to LNG export projects in the Northeastern Australian state of Queensland, but a significant shift away from nuclear could increase their interest in unconventional gas.

    The unconventional gas projects in Queensland tap gas trapped in coal seams in a process that so far has been untested on a large scale.

    "The Japanese haven't really embraced coal seam gas LNG other than Tokyo Gas... some of that conservatism may diminish because they need to get additional volumes," Deutsche's Hirjee said.

    Any sudden spike in demand for long-term LNG contracts might also encourage Chinese buyers, who have already signed on to some long-term contracts with coal seam gas to LNG projects as part of China's broad strategy to triple gas consumption by 2020 as a way of cutting carbon emissions.

    Energy consultancy Wood Mackenzie has forecast China's LNG imports to rise five fold to 46 million tonnes by 2020.

    "It could also force the Chinese to execute on coal seam gas contracts quickly as the Japanese will have the edge with the LNG producers in the west," CLSA's Brookman said.

    Major utilities Tokyo Electric Power and Tohoku
    already source a significant portion of their long-term LNG supplies from the North West Shelf in Western Australia and Darwin LNG in Australia's Northern Territory.

    Australia Pacific LNG Pty Ltd (APLNG), a joint venture project between U.S. energy firm ConocoPhillips and Australia's Origin Energy , would be the most likely coal seam gas project for Japanese buyers.

    Last month, Sinopec Group, parent of Sinopec Corp , signed a preliminary deal to buy 4.3 mtpa of LNG for 20 years with APLNG, but the project is one of the few left in Queensland with significant long-term contract volumes to spare.

    "What we're likely to see is that
    these utilities like to maintain a diversity of supply ... it's unlikely that (Japanese utilities) contract with Australia for all of their demand, but Australia can be a cornerstone of meeting demand," Fitch's Musiker said

    Attempts to cool down a stricken reactor at the Fukushima Daiichi nuclear plant in Japan have suffered a further setback with radiation levels rising rather than falling after attempts to douse it with high-pressure hoses.

    Six fire engines and a police water cannon were sent in on Thursday evening to spray the plant's No 3 reactor. But afterwards radiation emissions rose from 3,700 microsieverts per hour to 4,000 per hour, the Kyodo news agency quoted Tokyo Electric Power (Tepco) as saying.

    An earlier attempt in which military helicopters dropped thousands of litres of water on the plant also appeared to have failed.

    As part of the desperate new tactics to avert nuclear meltdown, Chinook helicopters targeted the No 3 reactor's spent fuel rod pool, which is overheating and at risk of releasing dangerous radioactive steam.

    Two helicopters flying at less than 300 feet dumped four loads of water. Footage suggested much of it missed the target.

    Emergency crews and the military are trying to cool the reactor and replenish a pool containing spent fuel rods. Tepco has been unable to take precise measurements but the pool at No 3 is feared to be almost empty, raising the risk that the rods will overheat and melt, releasing dangerous levels of radiation.

    Steam believed to have been caused by water boiling in the pool has been seen rising from it since Wednesday.

    Officials are also worried that the No 4 reactor's spent fuel pool might be running low.

    '"The highest priority now is to pour adequate water onto the No 3 and No 4 reactors, especially in their spent fuel pools,'' said Hidehiko Nishiyama, a spokesman for the government's Nuclear and Industrial Safety Agency who was quoted by the Kyodo agency.

    Gregory Jackzo, the chairman of the US nuclear regulatory commission, has told a congressional hearing in Washington that the storage pool at No 4 was in danger of giving off more radioactive material.

    Hikaru Kuroda, a Tepco official, said: "We are afraid that the water level at [the No 4 reactor] is the lowest. Because we cannot get near it, the only way to monitor the situation is visually from far away."

    Tepco said a military helicopter crew had seen some water in the No 4 pool but this could not be confirmed.

    Hydrogen explosions on Monday and Tuesday blew the roofs off the No 3 and No 4 reactors, removing the last line of defence against radiation leaks.

    Tepco has said it is attempting to open a temporary power line to the plant so it can pump water directly into the storage pools and reactor cores.

    Japan's nuclear safety agency has said it hopes the power supply will be partially operational within hours.

    "Once we establish the temporary power supply we will be able to pump seawater into the reactors," a Tepco spokesman said.

    "We believe the operation will help cool down the fuel pools," the defence minister, Toshimi Kitazawa, told reporters.

    Each helicopter can carry 7.5 tonnes of water per load but the pools each hold 2,000 tonnes, an expert has told public broadcaster NHK.

    "It will be possible as long as the rods are fully submerged. That means the storage pool would need to be about a third full. But the dousing has to be done repeatedly."

    About 70,000 people have been evacuated from a 12-mile (20km) radius around Fukushima Daiichi. Another 140,000 living outside 12 miles but within 18 miles (30km) have been told to stay indoors.

    Japan's cabinet spokesman, Yukio Edano, said there was no need to widen the exclusion zone but signs were emerging that other countries were taking a more cautious approach.

    The worsening situation prompted the US to ask citizens living within 80km to evacuate.

    ''We are recommending, as a precaution, that American citizens who live within 50 miles of the Fukushima nuclear power plant evacuate the area or to take shelter indoors if safe evacuation is not practical,'' the US embassy said in a statement.

    The British embassy has since issued similar advice and asked citizens living in Tokyo and northern Japan to consider leaving.

    Elevated but not hazardous levels of radiation have been detected well outside the Fukushima evacuation zone. In Ibaraki prefecture to the south, officials said radiation levels were about 300 times normal levels by late Wednesday morning.

    It would take three years of constant exposure to these higher levels to raise a person's risk of cancer.
